Technically yes.

In practice, there's Ion Blade, Phase Knife/Spear, Rainbow Knife that circumvent this as they either have no default damage type (Ion Blade and Rainbow Knife) or negate all levels of PHS resistance (Phase Knife/Spear).

Or you can just buy a Ring of Inevitability.

Or you can Poison and watch the health trickle down to 0.
