There's a major artery in the thigh, which can be fatal if clipped. If for some reason you want to shoot not to kill, the best option is to shoot an extremity, pray you don't hit anything important, and administer first aid immediately. Bearing in mind that internal bleeding and/or shock can do for them anyway even if you don't cause serious organ trauma.

Moral of the story? Use rubber bullets if you want a fighting chance of nonlethality.

Even if you shoot them in an extremity they can still injure or kill you. When people talk about "stopping power" they mean the ability of a bullet to either instantly put someone into shock or kill them, and shooting extremities isn't the best way to pull off either of those things. If your shot placement doesn't mechanically prevent someone from moving towards you and attacking you (as in your bullet needs to have directly struck their bones or joints and shattered them rather than deflecting off) then there's a chance he'll decide that fighting you is the best choice he has to make it out of the situation alive, and if that happens then you may not have any choice but to kill him.

Unsurprisingly, guns aren't great at stopping people and leaving them alive afterward. You must be prepared to kill someone if you use a gun.
