Kobolds usually make bandit groups in catacombs, sewers or in abandoned buildings in towns.
If said town is destroyed, the kobolds living underground take over. You can visit the place, but you won't find any kobold on the surface, just underground.
I believe there is a meme that makes bandit groups with infinite members, because I have killed over 300 kobolds once and the Human town leader was still complaining they were in the catacombs, and guess what, they were!

Wouldn't explain occupied hamlets full of what seems like kobold entity members just doing their thing hanging out in houses etc.
  • Banditry & 'Nomadic Group' nations as they are reffered by aren't really controlled and could really really do with some accessible RAW's to determine things like social structure, because anybody who gets caught outside a civ more or less joins one if given banditry.

Unless those kobolds in said bandit groups like you described are egible to settle anywhere post-creation of the group they joined, I've had dwarves from the dwarven entity civ before hang out in a tomb with some kobolds after fleeing a night creature they encountered whilst wandering. It seems like they'll just default to any building in lack of a bandit/nomad camp when they are distracted.

I've had a kobold be the guy representing a human civilization before.  Kobolds hadn't actually taken over the civilization, though.

Could you communicate with it, or does [UTTERANCES] still apply to kobold diplomats?

I'm not sure.  He didn't actually do anything but hang around and eventually go away.

Creatures with [UTTERANCES] (kobolds) can't communicate with normal creatures so its worthless to give kobolds a diplomat as you have seen using your diplomat they just stand there, be unable to speak and go away.
