I read through it and am very confused.
Also, if you remove Rule #XX, the next rule is to be Rule#XX+1. Rules #XX doesn't get reused.
Therefore, your rule is Rule #29.

Rule 32. A Ticket can claimed after doing certain things 3 times. A single action can only count toward a single Ticket, and if there is confusion on which Ticket it is for,. Once one of the actions is performed, you must wait until another rule is posted for doing the action to count toward the ticket again. The corresponding actions for each Ticket are:

Wild; Act like or play with an animal.
Verdant; Grow plants or otherwise take care of nature
Modern; Make, modify, or use technology.
Mortal; Perform average, bland actions, like admiring a painting, trying to write music, or talking about the weather.
Mystic; Research the supernatural, or act upon superstitious beliefs.
