I think that, given how classification works in the US, it's technically impossible for the President to leak military secrets, since he is the source of all classification in the country. Ordinarily it does mean that the otherwise byzantine system of classified info has a sanity-valve built into it, so that you could never have a scenario by which info is classified to all by rogue intelligence organizations, since the President can declassify anything he damn well pleases (he could, in fact, declassify everything). On the other hand, it makes the whole system vulnerable to idiot presidents.

Or maybe some secrets don't fall under classification? Hmm. That's an interesting question.
