Nope. It's total population.  From the 14th Amendment:

Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.

This exception was later overridden by both including Native Americans in taxation law and extending them formal, legal citizenship in 1924.  As well, their FAQ corroborates this:

Who is included in the apportionment population counts?
The apportionment calculation is based upon the total resident population (citizens and non-citizens) of the 50 states. In the 2010 Census, the apportionment population also includes U.S. Armed Forces personnel and federal civilian employees stationed outside the United States (and their dependents living with them) that can be allocated, based on administrative records, back to a home state. This is the same procedure used in 2000.

Are Pakistani and Afghans counted? Only Indians aren't?

(that amendment is out of date and should be ignored, it's racist, they're called Native Americans, not Indians.)

It is out of date (it was originally written in 1868), and subsequent junk has patched up that sort of stuff. Mostly, at the absolute least.

That said, fixed, yes, ignored, no. Pretty sure the 14th was a fairly notable step up from the situation at the time. Most folks I've noticed suggesting abolishing or ignoring it are pretty incredibly shitty people.

It's been fixed insofar as that provision no longer applies, but the text of constitutional amendments cannot be edited after the fact, only repealed by subsequent codicils. We're stuck with it.

Native American is an exonym. Some prefer to be called American Indians.

Native American can also mean anyone born in America.

Apparently Mueller has determined that one of Gates' and Manafort's aides in 2016 was at one point a GRU agent.

This comes, of course, at a time when President Spanky's legal team is critically shorthanded and also working on the Daniels case and that suit about him violating the Emoluments Clause, among others.

Not surprising given Manaforts work in the Ukraine.

How much that particular person had anything to do with the 2016 campaign remains to be seen. That person might not have had anything to do with the campaign, but the fact that Manafort and Gates had such contacts raises questions on its own.

And yeah, Trump basically failed to build his team before others got snapped up by other people in the investigation and the Mueller investigation is so wide ranging. Want to know how far ranging it affects legal groups? Take this snippet from this article: "The latest to turn down the invitation, Dan Webb and Tom Buchanan of the law firm Winston & Strawn, said Tuesday they "were unable to take on the representation due to business conflicts." Webb and others at the firm represent the Ukrainian oligarch Dmytro Firtash in a criminal money laundering case in Chicago, where he continues to face possible extradition from Austria. Firtash was previously a business contact of indicted former Trump campaign chairman Paul Manafort, making the Ukrainian potentially connected to the Mueller probe."

That's like, third or maybe fourth order connection.

Stuff already has came out of their work, though. Not on trump specifically, but there's already been convictions and whatnot doled out. As slow as things may feel at times, dude's been basically doing a special investigation speedrun in terms of results, iirc.

It's just likely there's more to come considering the entities being investigated are, y'know, corrupt as all hell as a baseline.

A lot of people have tried to undermine its credibility by attacking it in various ways, but I guess since they've been able to actually keep its details largely secret so far, there hasn't been much real material to attack.  Most of the attacks are focused on claiming it's politically motivated or that the team's makeup is largely Democrat (never mind that Mueller himself is a Republican).

I'm certain that things will get very ugly if anything is ever levied directly against Trump.  Or if / when Trump does try to terminate the investigation directly.
