That's basically what I thought, 'thieves gonna be thieves'.

Really though, Manafort was doing plenty of side dealing with not reporting stuff (the guilty sign is flashing bright neon by now, I'd be surprised if they didn't find him guilty of some of the charges) among other shady dealings, harder to keep track of things if you aren't reporting them correctly or simply aren't keeping track of them. Wouldn't be surprised if Gates siphoned them off in a similar manner.

My assumption would be the latter, but yes: financial chicanery makes theft (from the perpetrator) both harder to detect amidst the groundscatter of convoluted transfers and more difficult to stop without alerting the authorities to your own wrongdoing. This is not Gates tiptoeing away from Manafort's house in a striped shirt and domino mask with a very heavy bag marked "Swag"; this is probably a case of a lot of already-imaginary fees being trivially enlarged and the difference routed (eventually) to Gates, probably with Manafort's tacit acceptance.

My point was more that such fudging is endemic and nearly expected, and need not imply extreme wealth.

In any case, I think the focus has moved from the threat of the big powers to the magical capabilities of minor states, rogue states, and the supernatural international terrorist organizations (SITO for short). While any magic that could be deployed by these groups would likely be limited in scope and unlikely to touch off a full-on magical exchange or occult war, the devestation would be far disproportionate to the numbers involved. And it is difficult to ensure that every single magic is tracked: all you need is one Russian warlock with gambling debts to go missing and you have a crisis on your hands.

Seen as a barometer of democratic enthusiasm 3 months before national elections, he full might of the Republican Party has been brought to bear to avoid losing in Ohio today (even Trump and Pence have made a few visits).
