France deploys one army each to 54,55,56 and 58; fleets go to the Ligurian Sea and English Channel. However, it will agree to move said fleet to the Bay of Biscay if England likewise agrees to leave the Channel unoccupied by military traffic.
France accepts the mutual military pact offer of Spain and will accept any viable exchange treaties offered (since pretty much everyone is already at the two-treaty limit).
France also offers to swap blueprints for Experimental Sciences with Russia (for Dreadnauts) and Spain (for Diesel Turbines).
