I have a question - although it is not mentioned in the rules, could someone use PI to build improvements in an ally's territory? (Technically, as province transferrence is instantaneous if it is empty of armies, this can be done already in a loopeholeish kind of way).

Yes, but that still consumes the 'PI' that can be built in the province during the turn v; (same goes for Fleet usage for troop transportation)

I believe he means 'fleet in East Med picks up army, moves to Sicily/Tyrr. Sea via Ionian; deposits army' and similar for the Atlantic movements.

And...I don't think you can both transport and engage a naval battle o_O Because all would be rolled by the GM's post, it doesn't seem conclusive that way?

Y'all know that neutral waters, + SUDDEN WAR = 'all enemy fleets upon declaration of war = battle' right?
That means that other than the naval battle by Italy, there's also going to be one at the (English) Channel.

Who would count as the attacking fleet in this case? Mine, as I'm declaring war, or Britain's, since it's their turn?

Alright I fixed it.

You're still not moving any Fleets around.

Plus you need a total of 3 Fleets (1 in East Med, 1 in Ionian and 1 in Tyrrhenian) to perform an attack at #65, now that I looked at the map again.

And Fleet vs Fleet battle comes first; only after that you can hop troops around (if your Fleet was victorious and is still afloat, that's it).
