So for consensus

-Send officer with troopers to check point and try to reactivate it

-Start fishing to and sending out gathering groups to shore up food supplies (Tell the people that we are improving the variety of their food choice's to avoid any annoying questions

-Start farming projects looking for people with experience and any info about local conditions and what crops to plant

-Start anti propaganda campaigns stressing that with the resistance there are no plans for what to be done after. They expect everyone to live in the wildness with no running water, no electricity and no gene centers.

-Have a militia patrol permanently attached to the gene centers they are a major draw for us and if hit could do a lot of damage to our reputation

-Hope that the resistance group start to lose support as people realize that new Adelaide is a much better living place then xcom would like them to believe.

Actually, post XCOM victory, gene centers were pointed out as selection centers for processing humans into paste for the advent trooper army and the AVATAR project.  If anything, we should be ready to shut them down in case we draw the ire of full fledged XCOM operatives.
Yes but they still did a lot of good and with the complete collapse of the higher administration that is no longer going on

Get your spindoctors on improving the gene therapy reputations maybe by distancing us from the shit that went on in the back.

Why? All gene center's are for us are target's saying bomb and invade here. The resources we would get for scrapping them can be out to use elsewhere more usefull.

Why? All gene center's are for us are target's saying bomb and invade here. The resources we would get for scrapping them can be out to use elsewhere more usefull.
CURES FOR EVERY ALIMENT KNOWN TO MAN. How is that not a massive asset and if they stay on they will attract the bombs away from more critical things like water supply and food stores.

Easy we simple take the machine that can cure stuff and out in a hospital and scrap the one that melt people into a fine paste. And the resistance isn't going to bomb the food or water supplies that works against them, especially since of the resistance wanted to take this city we would barely hold them off with our current forced if at all.

We are talking about the resistance that starts firefights in crowded areas right? But you are right about dropping the names and moving the machines to hospitals with the added bonus of making the machines themselves bomb proof

(If you bomb a hospital it is amassing how fast your approval goes down)

GUYS! we have a train full of supplies, just sitting out there. Maybe we can't get the train moving, but you know what we have that does move? Dropships! Stick a few militia in the dropships and have them load the supplies from the train. It will be slower than a train by far, but at least we will have some supplies coming in.

Individual squads hunting is nominal when you are talking about feeding upwards of 200,000 people. Fishing may be viable, but I suggest we use the recovered supplies to begin building nutrient vats that can act as a foodsource.

Then let's rename the gene centers 'hospitals' and get rid of the melting people shit.

We sadly don't have that technology, but that isn't a bad Idea for the future.


And guys hear me out here we currently lack the ability to fight the resistance to any meaningful degree so how about we rebrand ourselves? Let's say over the next few months we slowly replace mentions of ADVENT with something like the City of New Adelaide. It wouldn't be that suspicious and if we do it right no one will notice that instead of a ADVENT stronghold there's just this city-state with ADVENT tech. We could possible stay out of the way long enough to rebuild our military and start infiltrating to slowly expand and rebuild ADVENT.

Week 5, Post Collapse

Gene Therapy Clinics

Unfortunately, you do not have a Gene Therapy Clinic located at your city.
They were particularly useful in both curing any ailment and revitalizing people and subtly abducting people and sending them out on the rail. But before the collapse, they were mostly just in the large cities and construction was underway in other cities. Actually, you do have a partially constructed Gene Therapy Clinic near the center of the City, but it was being built by personnel straight from the ADVENT, not New Adelaide, administration. The actual building itself (which is very large) is mostly done and some of the groundwork tech for the "gene therapy" part was already in place, but it would need some serious work to complete and blueprints not known by the City's administration.
The construction site also suffered some very minor damage in the riots. Your Administrative Head recommended replacing the shadowy experiment & abduction back rooms with something a little less jarring for the public. You also attach a squadron to patrol the general area surrounding the construction site to prevent PR-costly raids.

For now, without the blueprints or building supplies to finish it, you've decided to rename the Gene Therapy Clinics "Gene Hospitals" instead. The "gene" part you felt necessary because the fact that this city does already have hospitals and some distinction is necessary.


Propaganda

Propaganda campaigns are on the mind frequently this week. Your Administrative head has been handling the propaganda but it's difficult without the supplies of the ADVENT administration behind it. Under your disposal you have some smaller TV studios (mostly in the outskirts of New Adelaide, converted from the old city) but they were really only utilized to report local news before the collapse.
Changing their general purpose has been difficult. Your Administrative Head says that while they're effective at getting messages from New Adelaide's administration out, they're not nearly as effective with propaganda. They're small, the staff isn't as trained, the staff is just smaller, and more.

Putting aside the issue for now, you still have the media production studios get to work getting out various messages about the resistance and Gene Hospitals. You hope it's at least somewhat effective, but right now you have no way of figuring that out.
You also consider rebranding for general PR purposes, but this may actually hurt your standing. After all, these are the citizens that still grudgingly trust or accept ADVENT, and by extent, New Adelaide. While the consequences could still be miniscule, careful considering is probably needed before committing to isolating yourself from ADVENT.

The Food Crisis

Now you deal with food.
The first thing you do is organize groups of volunteers across the city to find more sources of food and start fishing. Unfortunately, this goes very poorly because to the people it's nothing more than a government-sponsored hobby trip. And while uncharacteristic of the city, it's still what people see. By the end of the week, only a handful of small groups are sent out and nothing tangible results.
You know that if the people knew the urgency of the situation, (or if you forced them,) they'd definitely be more willing to help out, but that comes with its own set of consequences.

On the bright side, some Militia squads successfully find some sources of fresh water. This isn't the end of the water problem, though. You may have water sources known, but telling people to get their water by trekking through the wilderness for a fair number of miles then scooping out some water from a small lake would not be a good idea. The city needs some way to get water from Point A - the sources - to Point B - the City.

The farming projects make some progress, though. People are found and preliminary surveys are done and the proper types of crop are identified. Unfortunately again, it seems that conventional field farms big enough to feed the city would likely take years to develop with New Adelaide's workforce. But fields big enough to supplement other sources of food are most certainly not out of the question. It's your call if you wish to continue with this farming.

The last thing done regarding the food crisis is the brief considering of cloning cows.
This is an interesting issue.
Your Technological Head has some knowledge of the process ADVENT uses for cloning and other genetics-related problems. For both genetics research and experimental/regular cloning, they utilize something informally called a "Genetic Slurry". Made from the genetic material of, well, people. Genetic Slurry is an extremely versatile material, though. It was the primary component in all ADVENT cloning. It was the main "ingredient" in making the ADVENT Peacekeepers, in fact. The cloning facilities accept Genetic Slurry and output clones. It was also used for the aforementioned genetics research. It allowed ADVENT to, through high usage of the stuff, essentially brute force genetics to produce desirable traits in clones such as psionics.
Really useful stuff disregarding the minor ethical implications. With it and the proper facilities, armies of peacekeepers or just about any other clones one could think of can be produced!

So back to cows.
Yes, you can make cows, if you have Genetic Slurry and cloning facilities.


The Checkpoint

The Officer's squadron is sent to the ADVENT Checkpoint for further investigation and to attempt to turn it on.
They manage to find and restore power to the facility, but no other progress is made in this avenue. The computer systems there are still locked out. The reason pertains to the Psionic Network not existing anymore and their implants and passwords and other stuff.
The point is, they won't be able to activate it and neither will you unless the system is circumvented/bypassed, hacked, or you find the override codes.

Investigation of the Checkpoint goes well, at least. A storeroom is found, and in it a large supply of standard-issue Peacekeeper weaponry and armor among some miscellaneous equipment. The Checkpoint appears to be exactly what you thought it to be - a checkpoint. Placed there to manage patrols of the wilderness and to perform security sweeps on the routine trains coming through. Nothing too special, but still useful for you.

Once the investigation is finished, the dropships arrive and begin loading up supplies from the train and bringing them to the city. It takes all week and all of your dropships, but you finally empty the (small) train, netting:
- 10u Construction Supplies
- 5u Genetic Slurry
- 4u Food
(Enough for 1 Week)
- 2u Water (Enough for 1/2 Week)

Useful stuff. The Administrative Head has divided the list into "units", which are fairly abstract representations meant to convey how much that particular thing can do. So 1u Genetic Slurry and 1u Construction Supplies are nowhere near the same volume or weight.



Unfortunately, the dropships are occupied all week by this and are unable to commit to any particularly long trip such as the one you had considered to another city.
It's possible, but in the end you chose using the dropships for the ADVENT Train instead of going to another city because you have no idea what cities are still standing and what their affiliation are. It's still an option this following week.

So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

Ok, Since we need food production immediately, Inform the populace that due to the current state of the crisis local food production needs to be started and through we have the need food and water stores to last the foreseeable future we must prepare. also talk to our tech head to see if we have the resources to fix the trail and unlock the controls on the train station , so we can start using that train to scout down it looking for resources.

Lets use the construction supplies to build a pump station and aqueduct/pipeline thingy from the water source we found to the city. That would be one less problem we have to worry about. Also, lets distribute the peacekeeper armor we found to our rookie squads.
