ADVENT Divided [SG] - Week 8

You are the administrator of an ADVENT-controlled city. It’s one of the smaller cities, but was still bustling with life and alien ADVENT activity. Your city is a new one - established in the wilderness instead of over an existing city after the Elders arrived and uplifted the human race. It has been steadily growing under their wise guidance. The Resistance was always a thorn in your back as it was across Earth, but thanks to your constant reinforcements and shipments of equipment and personnel from the Elders, your peacekeeping forces successfully kept the Resistance at bay with very few casualties.
That is, before XCOM arrived. You had a few encounters with them in your city yourself. You lost all of them, of course, but luckily you did well enough to avoid being let go from your position. You assumed that XCOM would be crushed when the Elders completed some kind of rumored project, but that assumption went up in flames once XCOM just happened to completely eliminate the Elders completely.
So now you’re alone. The psionic network is gone and now you just have a small fraction of your policing forces left. You can’t communicate with any other cities that are still standing, and your city is constantly under siege from Resistance forces. XCOM is still out there somewhere and you can only be so thankful that you haven't seen them leading the local resistance, but it's only a matter of time before they come.

You re-evaluate your current assets.
The city has a population of 200,000 citizens. Most of these citizens seem to be accepting your continued administration for now, but once again, it's only a matter of time before they're converted by Resistance propaganda.
Your military forces are extremely small. The more organic ADVENT peacekeeping forces deserted or died with the collapse of the psionic relay, but through some alternative methods of control, your technological and peacekeeping heads have managed to retain control of about 50 ADVENT Mecs - A large robotic unit that used to be controlled via the psionic network. You used to have a bit more, but casualties have already been suffered fending off some smaller Resistance cells. The MECs are currently operating off of the rudimentary AI left inside them as well as remote uploading of orders. Without psionic control, you have much less say over how exactly they interpret their orders.
There's a train station stopping at your city, but the train itself was out of your control and hasn't come since the Elders all died at once.
Your single Peacekeeping Base has 4 dropships for rapid response times and 1 interceptor to, well, intercept hostile aircraft.

At the moment, you don't have any Resistance sightings reported, but some one-time very rudimentary intelligence work indicates that there will be a larger attack very soon. You need to prepare, especially considering that by now chances are the Resistance has figured out the fact that you only have MECs, and you do not like the reports you've seen of their anti-robotic equipment. And even if you do fend off their larger attack, you know you won't be able to keep the peace with any less MECs than you currently have.

Oh yeah, and you should probably remember the name of the city you're administrating as well.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

Hum. Since it's preeetty clear the Elders aren't gonna be back to keep things stable.. And both Xcom and the Resistance have a sizable presence and Will arrive in the coming months.. Maaaaybe we should look into polling the populace for ideas of what the fuck to do? Ideally we want to avoid hostilities with the Resistance. Infrastructure damage is an ass to fix, especially without supply lines. And we don't want additional casualties in the population.

Lets see if we can't open communication with the local resistance cells. We clearly lack the assets to defend from a coordinated attack and our job as a Civil Administrator means keeping the civvies alive. We have zero orders from higher up and no notable obligations outside of keeping people alive and healthy. Apparently all our troops deserted or abandoned us barring our robots. Lets look into saying "hi we're friendly" to the local militaristic humans and not getting our ass shot. Probably a better option then trying to hold out from the inevitable and getting civvies killed in the crossfire.

Some Goals I suggest we work towards.

-Set up a factory for the MECs or get more units somehow.
-Create a new psionic relay of some sort if possible, to control the MECs better

We could also name the city Pabinville

I don't think thats a good idea. If we let the populace know that we don't know what we're doing, they're only going into buy into the dirty reactionary rebel propaganda. Think we ought ask our subordinates about what we can do instead of the populace at large.

I also suggest we send out the dropships and interceptor to try and gather up any ADVENT forces we can find cause we really need any help we can get.

Maybe it would make sense to try recruiting ADVENT-sympathizing humans into a self defense force until we can establish contact with any more remaining ADVENT forces?

Week 1, Post Collapse

You consider briefly the idea of working with local Resistance cells. This idea is immediately shot down by both yourself and your Peacekeeping head because the Resistance is opposed to the very nature of ADVENT and its cities. They won't stop without an unconditional surrender and likely the destruction of New Adelaide. Some kind of minor negotiations have a minute chance to work on a case-by-case basis, you would guess, but any actual negotiation is off the table.

You're unsure of what to do next and wonder about what it would take to poll the citizens, but ultimately you come to the conclusion that this would hurt their opinion of you - you need to appear strong. So instead, you consul your administrative staff - the Administrative, Peacekeeping, and Technological heads. According to them, your citizens aren't an issue right now. The propaganda is still holding and they still believe in your leadership, but word will still spread and every day this situation continues, their confidence in you will erode and you will eventually have to do something. But for now, they're perfectly content barring any subversive Resistance activity in the city.

Finished with matters of pure administration, you decide to address the Peacekeeping problem. MECs aren't designed to operate as the sole peacekeeping forces in a city - they're meant to provide heavy fire support in skirmishes or to intimidate citizens as part of Peacekeeping squads. Alone, the only methods they can use to stop crime is violence.
Some enterprising criminals have discovered the fact that currently the MECs are programmed to only address treasonous or violent crimes, and not nonviolent crimes as they can only use gunfire and similar methods to deter it. As such, these criminals are able to loot and steal with no consequences whatever. Crime is at an all-time high.


Determined to improve the situation, you explore methods to bolster your forces. ADVENT Forces must still be around in scattered quantities. After all, while most of the peacekeeping forces died immediately from the shock of the collapsing psionic network and some even joined the Resistance, you know that some of the higher-willed Peacekeepers must be around here somewhere and still be loyal to ADVENT cities.
So you send out a dropship and an interceptor to scan the surrounding wilderness for signs of ADVENT squadrons. Eventually they return from a ruined abandoned city nearby with a single ADVENT Officer and 7 Troopers. According to the Officer, he was able to maintain control over nearby troopers at the time of the collapse and hid in the ruins that they were patrolling for Resistance activity. The Troopers are still psionically controlled by the Officer, and will likely die or rebel if moved out of proximity with the Officer.
The aircraft spend the rest of the week looking for more signs of ADVENT activity but find nothing other than corpses.


The other idea you have is the recruitment of, for lack of better words, a civilian militia. A volunteer-based force comprised of civilians sympathetic to ADVENT and willing to fight to keep the peace. You have the Administrative and Peacekeeping head recruit volunteers, and by the end of the week you have a small force of 300 Militia. They're given the necessary implants to wield ADVENT weaponry, some magnetic rifles, and are told to assemble at the Peacekeeping Base when called. As it stands, they'll be unassembled and acting as regular civilians unless you personally call for them to assemble and give them orders. No armor, sadly, as while scavenging weapons is easy, armor is not.


The final issue of the week is infrastructure. You originally had a plant to construct a new psionic relay in the city. It wouldn't have to be too powerful or grand and just encompass the city in its range. But you have no supplies to do this. Before the Collapse, you would requisition supplies for projects and they would arrive by train. With no train, you have no supplies. The same goes for a MEC factory.
There's also the issue of blueprints. A psionic relay is a very advanced piece of technology from what little you've seen. Your Technological head informs you that even he has no idea how it truly works. Most of it was classified and even the parts he did see made zero sense.



Other than your own activities, the week was uneventful. No Resistance activity was reported so you can only assume their attack is imminent.

I guess we could use the Officer and his squad along with the militia to stop the looting, and perhaps keep sending out the aircraft to find more survivors and supplies?
