I'm not sure the actual geography here, but if we have a railway outside the city we could just ferry water by dropship to the train and then take the train into the city. It would help us move water a little faster.

We should start scouting out and recovering any other inactive trains on the rail network too. They are sure to become a commodity soon.

Bigger problems to come, food production. We should start sustainable deep sea fishing now, while food isn't a crisis and we don't have to rush it. The blast fishing stunt probably hurt our max production, but it should still be worthwhile if we don't do something like that again.
