Week 1, Post CollapseYou consider briefly the idea of working with local Resistance cells. This idea is immediately shot down by both yourself and your Peacekeeping head because the Resistance is opposed to the very nature of ADVENT and its cities. They won't stop without an unconditional surrender and likely the destruction of New Adelaide. Some kind of minor negotiations have a minute chance to work on a case-by-case basis, you would guess, but any actual negotiation is off the table.
You're unsure of what to do next and wonder about what it would take to poll the citizens, but ultimately you come to the conclusion that this would hurt their opinion of you - you need to appear strong. So instead, you consul your administrative staff - the Administrative, Peacekeeping, and Technological heads. According to them, your citizens aren't an issue right now. The propaganda is still holding and they still believe in your leadership, but word will still spread and every day this situation continues, their confidence in you will erode and you will
eventually have to do something. But for now, they're perfectly content barring any subversive Resistance activity in the city.
Finished with matters of pure administration, you decide to address the Peacekeeping problem. MECs aren't designed to operate as the sole peacekeeping forces in a city - they're meant to provide heavy fire support in skirmishes or to intimidate citizens as part of Peacekeeping squads. Alone, the only methods they can use to stop crime is violence.
Some enterprising criminals have discovered the fact that currently the MECs are programmed to only address treasonous or violent crimes, and not nonviolent crimes as they can only use gunfire and similar methods to deter it. As such, these criminals are able to loot and steal with no consequences whatever. Crime is at an all-time high.
Determined to improve the situation, you explore methods to bolster your forces. ADVENT Forces must still be around in scattered quantities. After all, while most of the peacekeeping forces died immediately from the shock of the collapsing psionic network and some even joined the Resistance, you know that some of the higher-willed Peacekeepers must be around here somewhere and still be loyal to ADVENT cities.
So you send out a dropship and an interceptor to scan the surrounding wilderness for signs of ADVENT squadrons. Eventually they return from a ruined abandoned city nearby with a
single ADVENT Officer and 7 Troopers. According to the Officer, he was able to maintain control over nearby troopers at the time of the collapse and hid in the ruins that they were patrolling for Resistance activity. The Troopers are still psionically controlled by the Officer, and will likely die or rebel if moved out of proximity with the Officer.
The aircraft spend the rest of the week looking for more signs of ADVENT activity but find nothing other than corpses.
The other idea you have is the recruitment of, for lack of better words, a civilian militia. A volunteer-based force comprised of civilians sympathetic to ADVENT and willing to fight to keep the peace. You have the Administrative and Peacekeeping head recruit volunteers, and by the end of the week you have a small force of 300 Militia. They're given the necessary implants to wield ADVENT weaponry, some magnetic rifles, and are told to assemble at the Peacekeeping Base when called. As it stands, they'll be unassembled and acting as regular civilians unless you personally call for them to assemble and give them orders. No armor, sadly, as while scavenging weapons is easy, armor is not.
The final issue of the week is infrastructure. You originally had a plant to construct a new psionic relay in the city. It wouldn't have to be too powerful or grand and just encompass the city in its range. But you have no supplies to do this. Before the Collapse, you would requisition supplies for projects and they would arrive by train. With no train, you have no supplies. The same goes for a MEC factory.
There's also the issue of blueprints. A psionic relay is a very advanced piece of technology from what little you've seen. Your Technological head informs you that even he has no idea how it truly works. Most of it was classified and even the parts he did see made zero sense.
Other than your own activities, the week was uneventful. No Resistance activity was reported so you can only assume their attack is imminent.
