"Aside from the very low quantity of funds required to maintain the Ministry itself, the funding for increasing the efficiency of the Taxation Service was set aside for usage after we had gained the, at the time, missing information upon what precisely was currently wrong with the existing taxation service once it was recognized that there was still enough time before the taxation season we could gather information for the solving of the problems.  It was the point of view of the Ministry of the Economy and the Taxation Service that attempting to act without the information of what was wrong with the Taxation Service, there was the potential for the attempted fix to make the situation worse than it otherwise was.  Now that we have such information upon what the precise problems are, we are able to make informed decisions upon how the Taxation Service may be fixed to operate at higher levels of effectiveness than what our prior uninformed decisions may have done."

"Upon the topic of naval and economic expansion, a lesser focus of the Ministry over these past few months was a greater understanding of the various pieces of infrastructure within the country.  From these, we have compiled two reports.  While they were regrettably limited in scope due to current limitations within the Ministry of the Economy, they do assist in the understanding of our current situation significantly."

"The first of these reports is the Infrastructure report.  While the road analysis was the more limited aspect of this survey and resulted in lacking more information, it does provide direction for areas of improvement within the currently existing plan.  I believe the section upon Ports is likely to be of much greater interest as a result of its more complete nature.  A short summary upon the current usage of the ports and their potential for upgrades is listed at the beginning of the section."

Those areas are heavily populated, and an abundance of minor roads would encourage the blossoming of townships and ease the transportation of agricultural goods to the cities.  The working proposal for road system improvement is a good start, but should be improved.

P1: Low Commercial Use (Moderate Potential), Low Military Use (Moderate Potential)

P4: High Commercial Use (V. High Potential), High Military Use (V. High Potential)

<P4> seems to be the most developed port, and it has a very useful natural harbor with natural defenses. The city itself is well-protected by mountains, making it useful as a military port, and its proximity to the Suderland Republic makes it a vital commercial port. These aspects together have given it the most use and also the most potential. <P3> is highly developed, but its lack of a natural harbor make it less useful commercially and militarily. There are few natural defenses, but the city itself is highly protected by forts and is at the center of a string of cities, townships, and hamlets. This makes it a commercial hub for much of the inland despite its flaws. <P2> has high potential commercially and militarily, but has suffered in the shadow of P3 for a long time. Being at the mouth of the river gives it much importance, controlling trade going up the river and giving it military importance. However, its proximity to the oft-preferred <P3> has really lowered its use. <P1> is important for its strategic location at the split of the river, and its northernmost position makes it important militarily. However, the fact that it’s a river port make it less useful in both categories. Larger ships can’t navigate the river, making the location less important militarily, though it still serves an important role in naval affairs, and most trade is directed toward the ocean, making it less important economically.

"The other report is the Economic Report.  It does not go as far into the specifics as the report on the ports, but it does provide a general overview of how our economy currently functions."

Economic Overview
Currently, the nation’s primary economic engines are the cities and farms. The ports are especially productive, bringing in lucrative trade prospects. The countryside is very bountiful, with agricultural goods being a major export to the Suderland Republics and other areas. It is estimated that over two thirds of your wealth is generated via agriculture, with the most primarily coming from cities. Mining camps in the northwest are bountiful, but their production is often outstripped by mines in the Republics, who also possess better trading infrastructure and stronger merchant guilds.

Correct. Each City # corresponds with its respective Province.
((Some provinces have two cities though.))

((Some provinces have two cities though.))
(( Each State has 1-2 provinces, each province has 1 city. The smaller unlabeled numbers on the State Map represent the six provinces. ))

"Hrm... Very well Albertus, I'll accept your explanation regarding the taxes. That being said, feel free to use the funds to strengthen the tax office in regards to manpower. Information is useless without the ability to act on it.

Now, regarding our economy and industrial production, It seems that we have a somewhat large trade advantage over the republics in terms of goods, and a good foundation for the economy. Improving our ability to harness our exports, and expanding the production of such would give us a significant boost to the economy. Keeping the guilds limited is a necessity however. Though we could always try coming up with an alternative system to guilds.

As for the roads, that is somewhat out of my sphere of knowledge. I'll trust your judgement on the efficacy of the planned network and any improvements that could be made to it, though ensuring there's a major road to the mines in the northwest to help along our iron production would be beneficial. The ports are effectively fine as they are, I'd need to see the finances they bring in before committing to any improvement to them."

"Understood, great Dictator.  I do have two minor aspects of these reports I wish to note.  <City 2>'s <Port 2> was stated to be suffering as an economic port due to its proximity to the Capital's <Port 3>, which may be causing negative impact upon that city's economy.  However, <Port 2> was determined to have a higher potential as a military port than our capital, so some military investment in making the area a major center for our nation's navy could both improve the state of the city's economy.  I do believe I should note that I am not a military man, so I am unable to answer in what way this may affect national security.  Due to the city's proximity to the capital, I do not believe there will be any major negative effects unless the entirety of the military command is moved to that location."

"Speaking of military, I would like to vocalize my final request.  Which of the roads would you like me to prioritize for military reasons?  As I have stated, I am not a military man, so I am uncertain as to what the optimum order for those particular reasons would be.  I could commission a survey, but as a result of recent events, I believe it may be better to be able to act without the delays that may cause.  The current 'Proposed Road System' map will likely be edited in areas, but an indication of which current of the current proposed roads indicated with R# would have military prominence should still be helpful in later drafts."

(Well, technically we haven't even finished filling out the whole council yet.  Both the Minister of Foreign Affairs and the Minister of the Civil Service are currently held by NPCs, so you would be able to take those positions.)

(( Playergamer, that character sheet works. You are in the game. Keep in mind you can still perform actions and the like if you wish during the action phase, but it all has to be done with private assets (unless you get elected/appointed to a minor government position such as a mayor or the like, or become a minister). You could rabblerouse freely with that godly passion score though ^.^ ))

(( Question: do you guys want to keep the Senate and Government Discussion parts of the discussion phase separate, or let both happen at once? We could also let them happen at the same time until there's more senators, and then separate them; and just assume all the player senators are important enough to be at the government meeting. ))
