- The Dictator has gone through with the Collection, exacting payment from nearly a hundred thousand suspected tax evaders. Thousands have been executed, and tens of thousands have been detained. Riots and protests have broken out throughout the country, and some have risen up in rebellion. Many have taken to the courts, fled the country, or attempted to fight back.
- City 3 AND Camillo’s Fort  is under a blockade. Admiral Pontius has been dispatched to engage the enemy fleet.

Section 1: The Sovereignty of State
1. Estrella is a unitary republic.
2. The constituent regions of Estrella, as well as its other territories, are the sovereign lands of its people and administered by the Estrellan State.
3. New territories may be admitted into the State as desired by the government through its head official, the Dictator [change the title as required].

Section 2: The Governance of the State

Article 1
1. The government of Estrella is composed of Executive, Legislative and Judiciary Branches.
2. The Executive is composed of the Dictator, their Cabinet, and their staff.
3. The Legislative is composed of the Senate and their staff.
4. The Judiciary consists of the judges and their staff.

Article 2
1. The Dictator is elected by the people of the State through its Senate. Each Senator is allowed to nominate a candidate for the Dictatorship and a candidate must receive 60% of the Senate's voting members to be elected. Candidates must have been employed in the State's service for a minimum of 10 years or in special circumstances, be approved for the position by the High Court as well as Senate. Should a Dictator be appointed under the latter circumstances, half of the Senate and High Court must immediately resign.
2. The Dictator is given total executive power in government and commands the highest rank in the State's military forces. This executive power is delegated to his Cabinet in the form of Ministries of which there is a variable number, depending on the needs of the State.
3. The Dictator may be impeached if 75% of the Senate approves this impeachment. Impeached dictators are forbidden from taking part in politics.
4. The Cabinet is appointed directly by the Dictator and the Senate may not transgress their right to do so. Cabinet members may be removed only by the Dictator or the Senate if 75% of all voting members agree to this. Cabinet members require no experience in government.

Article 3
1. The Senate is an advisory council to the Dictator and his Cabinet and is also in charge of legislative decisions. Each Senator is responsible for representing the people that have appointed and/or elected them.
2. The Senate is composed of 280 elected members and 62 appointed members. Additional seats may be created as required by the State.
3. The elected Senate seats are to be elected directly by the people. Senatorial elections are to take place every two years, with half of the electable senate being elected with the other half being elected in the next two years.
4. All Senatorial Seats will consist of a geographic area to be determined by the Dictator. All nominees for a Senatorial Seat must reside in the Seat's geographic bounds and have resided there for at least 5 consecutive years.
5. An elected senator must receive 51% of all votes in the Seat in which they ran to become a Senator.

Section 3: The Citizenry of the State

Article 1
1. A citizen is person who has professed loyalty to the Estrellan State, its laws and people. An Estrellan Citizen has the right to be protected by Estrellan laws and accept the responsibilities implied while on Estrellan soil.
2. All Estrellan Citizens are permitted the right to free speech, free worship and gainful enterprise.

Article 2
1. Enfranchised citizens are those who are permitted to vote for Senators.
2. All literate citizens over the age of 21 years are enfranchised citizens.

- General Rodwitz is still avoiding arrest, under siege in the southwest.
- Riots and protests have broken out throughout the country.
- City 3 and Camillo’s Fort are being blockaded. Relief has been dispatched.
- The famine has thus far been nullified thanks to the quick actions of the Estrellan Relief Foundation and the government.
- The Mayors of Cities 2, 5, and 6 have mobilized political opposition to the federally run Tax Collection Service. They are demanding the exclusive rights to taxation within their cities.
- Rumours tell that Star Readers from the now-defunct Imperial Capital have read of a terrible end to the world. This has upset the citizenry across ex-Imperial territory.
- Roberto Porras established diplomatic relations with the nation of Castagir, and they have made an offer: they will assist our fledgeling nation if we join them in war against the vile Suderland Republics. Castagir is sadly ruled by a monarch, but they DO possess a decent economy and powerful military.
- The Estrellan Relief Foundation has been established, and has worked with the government to feed the hungry people of the country. A number of religions have banded together to fund the foundation's efforts.

"My dictator, I am afraid I bear some bad news about the thought of implementing an increase in taxes.  The recent collection of taxes by the Stormguard has undone every single ounce of goodwill we could have used to keep the populace from going into full rebellion if it is implemented.  Further, their actions have also caused the improvement the economy had recently made to be undone.  Actually, that understates just how big of an impact it made.  The actions have quite frankly put us on the verge of complete economic collapse from all the businesses that were shut down from people needing to pay triple taxes, being jailed, or killed.  I strongly recommend that we give those hit by the triple taxes vouchers so they do not need to pay taxes this or next year and do not increase the taxation rate."

"They knew the risks when they chose to dodge their taxes. There will be no vouchers; they paid for their lives with that money and to reverse that would be a weakness and fracture in our authority. The taxation rate I could agree on, so long as the tax reform is going ahead as planned. The only goodwill that has been lost is that with the landowners; the rest of the population are effectively content at the moment.

Furthermore as those assets were seized, reorganising and using them to economic benefit isn't out of the question. Besides, I'm pretty sure you've said we've been on economic collapse before, this will hardly be different. Reform will be painful and we will have to do it. Better now before we've built up the economy significantly."

The end is nigh. All hell will rain down on the Empire. While seeking signs that could corroborate the story emanating from the Capital, you discover something seriously wrong. The earth has the slightest tremor, noticeable only when the ear is placed against it - and even then, only by an experienced listener. A thundering, crashing cacophony of sound bleeding into the earth. You investigate further, and discover several more signs. The Red Star, one that only appears every month, has tripled in size. This has always preceded events of great bloodshed. Another - the animals seem to be preparing for a drought. Another - the wind has been blowing toward the Capital from the sea furiously. Another - several species of bird have been seen flying west en masse. Another - mercantile activity has steadily been decreasing. Another - the temperature has gotten far hotter than it should’ve, and it’s been far wetter than is normal. You’ve noticed dozens, potentially even hundreds of signs and cannot make heads or tails of it. Normally, you catch on to one sign and can make a prediction of what will happen from there. In this case, however, you’ve found too many signs to count. They could be foretelling anything, but all you know is something terrible is about to befall Estrella. In all likelihood, multiple catastrophic things. Your only concerns are whether the Dictator will believe you, and whether you’ll be able to figure out what will happen before it does.

"Carlos, I am highly disinclined to believe it is. Bloodshed, sure. Drought, plausible. But an intangible and vague appropriation is something I cannot believe. Even if I did the information presented is useless, as it is far too vague to even act upon.

As for the rogue general. Moreno; I want Rodwitz's head on a pike. Ensure the wall is properly manned then use what units you can spare to bring the rogue general to defeat."
