So, Comrades! For third year of fortress, (Second year report hopefully out today), think we breach first cavern layer and make safe place/FB traps? Or begin work on GULAG pit? The dorfs will be beginning work on defensive wall and caravan guiding trench in the latter half of second year.

Without *official person (non-citizen)* status, any Cpd & Fws are therefore classified as *Non-person* who must automatically apply for *official person (alien)* status by surviving ten years in GULAG.
Any *official person (alien)* may apply for *official person (non-citizen)* status by surviving ten years in GULAG as *official person (alien)*.

The most troublesome would be in separating sentient children from their parents, but if you create an airlock system with food and tables and a statue on one side and a single bedroom in the middle, then by forbidding/unforbidding doors and assigning the bedroom to new toddlers that start wandering around, we can effectively cause them to corral themselves into the Institute and away from their undeserving parents.  Non-sentient offspring are more easily penned in the Indoctrination facility through a different set of doors.  Since animal non-persons who are born in the fortress are immediately tame, setting them as able to become pets but locked in with the sentient young should lead to them to naturally becoming pets of said children, leading to happy thoughts.  If the age of maturity is set to 16, and children become "adult" dwarves by age 12, then there's 4 years where they can be taught the rudiments of skills needed in the Fortress outside.  Once they turn 16, then they either get the "official person (alien)" status, which allows them to be returned to the GULAG or the full "official person (citizen)" status and a bunk in the general workhouse.  I imagine pets walking around with "official person (alien)" status, held in a protected area of GULAG, able to be visited by their owners at any time, or even just sitting around in a cage next to their owner's bed, ready to give them happy thoughts.

Since what I'm proposing is a form of "segregated society", it will actually keep the Fortress alive if something like an FB or some undead menace decides to kill off one section or another.  As soon as the menace is defeated or leaves, the other segregated societies will be able to repopulate the suddenly empty area.

True.  Or set it up as a vast multi-level building complex on the surface of the embark map.  Perhaps living underground is a sign of status too - the closer to the surface, the lower the status.  Give each status level after non-person 5 layers of ground to inhabit and *official person (citizens)* might be down around level 15 to 20+.  The surface could be dedicated to the GULAG complex, which itself could be built up to a max of +5 or so layers from the surface.  Dwarven citizens would have to ascend to the ghetto of GULAG to get in some bloodsport fun.

It would be exceedingly humorous if there were some character who constantly and blatantly disregarded all of the rules of being Communist and repeatedly and absurdly managed to get away with it. I'm pretty sure that that was the role Erin had back at Blazecooks, and while I hope that this could be his role now (i.e. comic relief and scapegoat), I don't expect that kind of mercy.
