Is this far enough from the base that they wouldn't (distinctly) hear gunshots?
Yes, but your suppressor has limited durability.

Please Tranq Wolves

Preferably shoot 'em actually, save the tranqs for the guards.

If we don't kill them, mark them with the binoculars.

I assume there is no limit to how many things we can mark?

Spoiler: OOC Stuff (click to show/hide)

You take out an empty magazine and toss it over the wolves' heads, crouching as you do to make yourself look less imposing and important. Both wolves turn their heads briefly as the magazine clatters audibly against the dusty rocks, then they both look back at you. That distraction doesn't seem to have worked.
You consider tranquilizing them, but your pistol requires you to load each shot manually. You likely wouldn't be able to hit both of them in the head quickly, and one of the wolves would definitely be gnawing your bloody kneecaps off before the tranquilizer kicked in if you hit it in its centre of mass. Lacking other options, you grimly draw your assault rifle, aim briefly, and fire.

RAT TAT TAT TAT

And one wolf falls over, dead. The other charges at you, navigating the ragged ground easily, and its slightly zigzagging path forces you to take a moment to adjust your aim. But wolves are fast when they want to be; shockingly fast. Before you know it, it's less than two meters away, and leaps up at you!

RAT TAT TA- *bump*

And a flying wolf corpse crashes into you, smearing its blood across your torso and making you stumble backwards. You just barely keep your feet under you by backstepping, but you step off a small rock and tumble backwards anyway. You land flat on your back, relatively unharmed. Close call. You pull yourself up to your feet, dusting yourself off briefly.

You cast a worried glance in the direction of the enemy base. You still can't see it, and don't hear any alarmed Russians, either. You take out your binoculars and stare at the rock face in the direction of the enemy base. Even with your directional microphone, nothing. No, wait...

"Эй, как жизнь?"
"Поставок парень здесь. Убедитесь в том, чтобы держать дополнительный острый глаз, мы могли бы получить дополнительные пайки, если произвести на него "впечатление."
"Вау, действительно? Я думал, что это просто слух."
"Это, вероятно, есть, но в только в том случае, это правда."
"Хорошо. Увидимся."

It's faint, but you can hear two voices speaking Russian. Naturally, you have no idea what any of it means, but it sounds like a fairly casual conversation. You continue up the path.

A few moments later, you reach an overlook. You can see a fair bit of the Communcations Post from here.

The communications post is comprised half of Afghan stone buildings, and half of military canvas tents. Some of the stone "buildings" are more like four corner-shaped piles of rubble. Some military installations have been set up; you can see a couple radar dishes and some floodlights.
Two guards are posted near antivehicular machine guns overlooking the road, two others are idly standing around the camp. There are two more guards to the east (not shown on the map), one posted in a security booth, the other walking back towards the camp at a leisurely pace.
The cliff and nearby canvas tents obscure your view directly underneath you, and you obviously can't see inside or behind any of the buildings. None of the Intel Team members are on-site either, so you don't know if there are more enemies around that you can't see.
You hear a rumbling noise in the distance, but can't figure out what direction.

You can probably get down the cliff from here and end up at the rear end of the base, but you'd never make it back up that way. And despite what your map tells you, the "path" stops at this overlook.

What do you do next?

Keep patiently preforming overwatch. Mark as many targets as you can in a short amount of time. Then, try to find another way into the base that works for getting both in and out.

Cautiously continue up the road, sneaking behind a larger building (to the right of the cursor) to watch for an opening. Contemplate why Ocelot isn't translating Russian for you, but then realize that you're just a mook, and that Snake himself probably is getting that kind of attention.

Since you've got a fair amount of time to complete your mission, you settle in to wait. You lie down on the dusty rocks, and keep your binoculars handy. For a couple minutes, you watch, and you wait.

The Russian soldiers are mostly sedentary. They stretch and pace in place occasionally, but don't really leave their spots. The one soldier walking along the road walks behind the easternost building, and you can faintly hear a door closing.
"New enemy approaching", your shorkDroid informs you. You have an update from the intel team about an enemy approaching your vicinity from the north.
A couple minutes later, a cargo truck comes in along the north road and comes to a stop near one of the gun emplacements. Its driver, another Russian soldier, climbs out of the truck and walks at a casual pace towards the nearest soldier. You take out your binoculars to listen in, and notice that the truck driver is carrying a clipboard.

The truck driver's tone is fairly serious, but you still have no idea what they're saying. The driver goes to the back of the truck and opens the latch into the truck bed, while the other soldier strides towards the camp's east building at a brisk pace. A moment later, a few soldiers emerge from that building and start unloading boxes and crates.

While the soldiers swarm the truck, you check your map for a different method of egress for once you're in the camp.

The "offroad path" you're on that continues through the base hits another cliff; you wouldn't be able to get out that way, but it would make just as good a way in as your current spot.
The centre of the camp is swarming with enemies right now, but there's only a single guard each overlooking the road exits. You would probably be able to get past them.
There's also a helicopter landing point near the base, but... that would probably attract attention and possibly get your helicopter shot down.
There's also the supply truck... if you can sneak into it once they're done dealing with all the boxes, they'll probably just drive out with you in the back.
Speaking of supply trucks, there's also a cardboard box delivery point nearby, across the road from the east security booth. If you wait there in a cardboard box, you can have yourself delivered to another checkpoint. But the only delivery label you have with you is for Wialo village... which is also currently in use as a Russian outpost.

You zoom out on your map.

If you wanted to enter the camp from the north side, you'd have to run ALL the way around the hill, which would take a bunch of time and involve getting past 2 smaller outposts. Still, it's possible.

What do you do?

It's just like how you (kinda) have infinite inventory space!
Bullets aren't free, but empty clips to store bullets in are free.
(as for why you can't pick up infinite assault rifle bullets and put them in the infinite empty clips, well that's because... uh... actually, sure you can totally do that.)

Take (what I consider to be) the smartest option and circle down to the road with the single guard. Try to avoid him as much as possible. If you can't? Tranq or Kill so that he's the only one who knows...for now.

Use your infinite supply of magazines to build a little fort.

Well, do or die time, right? We can worry about getting out later. For now, whilst the majority of the guards are busy dealing with the supply truck, let us

Sneak into the camp, and start looking for a building that looks like it might contain an intel folder. Let us just hope it isn't the east building.

You speak wisdom. +1

The truck is going to drive past the single guard when it's done, and the first building there is swarming with dudes. Best avoid them for the time being.

(( well, that's 2 votes for go now, and 1 for going the long way around ))

No time like the present, especially when the enemy is distracted. You wait for a moment where none of the enemies are facing your direction, and nimbly slide over the ledge, dropping some 12 feet and landing with a heavy thud. You take a moment after the impact, then quickly dash forward and take cover behind some sandbags, and start looking around, sizing up the buildings.
[ A ] You're on an upper level, of sorts, in the base. To your right is a tent, or maybe more like an awning. There's a rickety wood chair and a simple table. Past that is a box-shaped structure with a satellite dish on it.
[ B ] To your left is another awning, with an electrical box of some kind. It has a satellite dish on top of it.
[ C ] There's the northeast building, you've seen guards come and go from this one. The door is on the far side.
[ D ] The building close below you is missing some bits from the one side. Do you hear whirring...?
[ E ] The tent near-ish the middle of the camp is where the soldiers are hauling most of the supplies.
[ F ] And there's this other tent with a few crates.

These Russians are offloading that truck pretty efficiently. They won't be at it for too incredibly long.
