Books not stored in bookcases

I have this problem with most zones. I have a library with bookcases and chests, scrolls and books, yet they aren't being stored inside the bookcases, and quires and stuff needed for new books aren't stored inside chests.

I have the same problem with hospital for example. There is nothing stored inside the cabinets, no crutches, no splints or soap.
What am I doing wrong?

What version are you playing? If it's 43.03, take note of the following from the 43.04 patch notes

I'm on 43.03, had the same issue with quires failing to be stored in my library, but I retired the location and remade it as a new location, and it worked smoothly enough thereafter.

As for Hospitals, those store items in Chests/Coffers/Bags/Boxes as well, not Cabinets.

Well, dwarves tend to read books on their free time, and then they get a hauling job or whatever and leave the half read book on the table. Maybe.

I really don't know what the problem could be, I never paid attention to my libraries.
But have you seen world-generated libraries? They're a mess. Books strewn about the place, scholars beating each other half to death with lead-bound codexes...

Storing books in book shelves is an incredibly low priority job called "Store in Location". Dorfs will only take these jobs very occasionally until almost all the other jobs have been taken care of (like dumping things, which isn't exactly a top priority task). I think it may even be of a lower priority than loading mine carts.

Yeah, if you view them in the stocks menu (press z then select stocks), the books show in dark red.
