C.  B will probably do us well, but long term, we ought to settle the issues concerning the homeworld.  I'd also root for A so we could begin getting a better idea of what will come out of our location in the galaxy.  But I see where the popular vote is.

Construction contracts are drawn up for a new fleet of civilian utility ships.

Year 1, leg 3 of the Space Age

You are relaxing on your work-web looking over recent reports out of the labs.  They seem to be unfocused right now but a few projects stand out as near completion.

Choose one for the techies to work on:

A) Space Habitats: Upgrade mining/science/military outposts on uninhabitable worlds/asteroids into Stations able to support one upgrade.
B) Co-ordinate Resource Gathering: Planetary upgrade to mining and industry.
C) Chemical Lasers: Slow firing and short ranged weapon alternative for your fleets.  Highly accurate and cuts through armor.
D) Mega-Mall: Planetary upgrade to improve Unity through shopping and entertainment.

I'm going to go with B again. Economy is our weakest stat- boosting our homeworld's efficiency is just what we need to bring in some of that sweet sweet space money.

hmmm A is something that could help every subject. Be it war or business, but it's for long-term we would need to spend money

so... B

If we get money we can later improve (or bribe) unity  and everything else.

You green-light a complete review of current mining and other resource extraction processes, including infrastructure, warehousing and processing.  They estimate it will take 15 legs.

Year 1, leg 6 of the Space Age

As the last of the new construction ships is completed on time a send off party is held on the orbital space station, attended by high society thrill seekers.  While the skittering and singing commences you ponder where to send the fleet.

Mineral surveys will be the first step in any of these locations, both profitable and informative.

Choose one:

A) The other moons of 'Mother' so close and yet so unknown.
B) Sunlight: Hot rocky world orbiting far too close to the star to be inhabited.
C) The moons of 'Hunter': Green-blue gas giant with fantastic rings, the small moons may have some value as well.
D) Send them to Asteroid A21-5 and the surrounding belt
E) 'Fear' Far from the light of the home star, this large frozen ball of water may hide mineral secrets
