If so, would it cost the difference between the "regular" building and the complex, or the full price of the complex?

Not normally, no. There is a Colony Card that lets you do that, though.

Question!
Since BUild happens after Trade, is it possible to TRADE things and then use whatever you gained from trading to BUILD?
Presuming you lack the resources in the same turn?

Also during STAFFING of a building, you can slot anyone from the Temp. Housing right? But afterwards, only by playing Organize can you re-move people?
And this last question also applies to 'how do you re-staff places that 'upgrade' people like Universities'?

@Tiruin: I think trade happens after build, so no. Although I believe you can trade with a player for whatever resources you need.

For staffing you can take them from anywhere, but if you ever want to do anything other than move a colonist to a new building you need the organise step.
