EDIT: Damn, I was so hurried, I didn't notice I was doubleposting. I'll just copy my next post here.

Survey: +1 Wealth
Build: -2 Basic Goods, +1 Military Housing, +1 Barracks
Produce: Farm: +1 Food
             Rare Harvester: -1 Food, +1 Rare Raw
             Barracks: -1 Food, 1 Unskilled turned into 1 Soldier
Organize: Staff the Barracks with 1 Unskilled

Cool. Don't worry about double-posting like that, it's not a huge deal.

Two notes:
  @Kashyyk: Markets do not require food to activate
  @Tiruin: Colony Center does require food. Do you want 3 food and 1 wealth or 4 food from your production?

O-oh my goodness. That goes for every turn that Production occurred then .-.;
Well technically it's covered since I did sell all my food and the price has been 1 wealth per food back then so-
Um, skip back to now--yes. I'd like the former; 3 food 1 wealth.

No, phases happen in order and Build is before Trade. However, you can trade with other players at any time, so if someone has a machinery they are willing to trade you that is an option.

The phase order is:
Survey
Colonize
Build
Produce
Trade
Organize
