"huh....what did I miss?"
Promptly struck by inspiration as the dreams he awoke from rush into his conscious thoughts. He spreads his wings and flies down to the water layer, Devine power spilling from his body as he lands in the sea, standing tall above the surface of the waves. Devine energy takeing shape into many islands as he blast the forming land masses with his icy breath, infusing them with the power of winter. Flowers bloom and trees form, ready to defy the icy climate.

On the islands pepole take shape, icy humanoids look up at him, blue eyes shining, icy plates gleaming. There minds being filled with the knowlage needed to start there life and the name of there master.

Glaciem chuckles at them "alright now, go along and get started. I want to see at least basic huts on these islands before the week is up. Proper houses in a few months.

 Winter isles
A cluster of islands, torn between spring and winter, often cold with frequent snow, but with burst of warmth regularly, the plant life is very well adjusted to this, growing well and strong when it's warm, watered by the melting snow. And refusing to go down when it's cold. Spires and spikes of ice around the coast are common sights. The landscape of the isle are moderately varied, housing both lush/snowy plains, and rugged mountains.

winter eyes
A race of humanoids with varying shades of blue skin, blue eyes and natural icy armor over parts of there body. This ice is nigh enteral, and never melts until the winter eye is dead. There is great variety over where the armor is placed, and it's size and shape. This leads the race as a whole to a tendency to clothe themselves in a Minimal way. Though custom fitted clothes are an option the general tendency is to make things everyone can wear comfortably without tearing anything. Leading to a lot of shirtless people in loincloths and long skirts. Or in some cases, loose fitting tunics.
As one might expect they naturally resist the cold, and have a natural affinity for ice magic, but tend to get uncomfortable in hotter climates.

There culture is one of combat and honor, but also justice and mercy.
Duels are common as methods of settling differences, or deciding outcomes, or simply showing off ones warrior skills. However duels to the death are rare, typically reserved for battles against  heinous villains. Even then if a villain backs off or tries to run, some mercy is expected from a hero, unless there crimes are truly that great. Maiming the villain so they can't harm another however is a perfectly acceptable action.

Secondary form: a knight in armor made of ice.

Dude I made the ice islands like 10 minuets ago. They aren't prepared to fight ANYTHING. To attack them now would be dishorable. I will protect my race until they are strong enough to live on there own. And unlike the Druid goddess, I won't be merciful enough to leave a revivable corpse.
