Try moving the slider on the panel and observe if it does anything.

Attempt to discern if there is a pattern in the fan's on-and-off cycle.

The robot moves the slider to the down position. The shutters raise slightly with a rusty, drawn out screech screech.

The robot tries to listen for the fan, but the screeching has drowned it out.
It stops holding down the slider and the shutters whirr closed, hitting the ground with a clatter.

As the clattering stops, the robot listens carefully, but the whirring has stopped.
After about 20 seconds, the whirring resumes, and the robot observes a steady 10-second whirr, followed by a single second silence.
This repeats for as long as the robot is willing to wait, which is five minutes.
A conclusion is reached.
