So I've started work on this mod, and came up with a basic framework on how the mod will work. Note, I'm probably only making chaos and imperial races at this point. This is because I know about the imperial races the most.
At the start, there will be the choice between Chaos, Imperial, or Astartes.
Generally, each side will have access to something special.
Chaos will be able to summon new units from the immaterium and also transform chaos marines into mutated variants, such as obliterators, rubric marines, plague marines or whatever. Summoning new marines from the warp should be the way they expand. They are typically at war with everyone. Summoning/mutating will happen at an altar to the selected god.
Space Marines will be mostly normal, except they are pop capped at 1000 marines per entity. To supplement this is the use of servitors, who can do menial tasks. I may also allow them human serfs, but I don't know yet. Dreadnoughts are also a possibility. These will likely be the most vanilla civ.
Finally, there is the standard human Imperium. These are pretty much meat shields. They get less powerful weapons and armor. They don't have a population cap though, so that is a thing. It is guardsman simulator 41st millennium. I'm thinking of allowing them to vat-grow new people as well, but that will be done latter.
Adding the foul Xenos.
Eldar will be similar to the vanilla space marines, but have several special buildings and reactions. Unsure if I want dark elder to be a caste or a different creature altogether.
Orks will be all about learning new tech. Starting with basic chopas and moving up to the big shooty things.
Tyranids will be about consuming new bio-matter to produce new creatures. Citizens will be bought with biological materials.
This is where I flesh out the humans.
Adding the inquisition.
Adding the Sisters of battle.
Adding the adeptus mechanicus.
Possible different states of human technology. If I do this, then I'll put it out in packs, so the player can set up his world with whatever tech level he wants.
At this point, I've probably become pretty proficient at modding, so I'd either take suggestions or start a new mod

This includes all of my plans, but I'm only working on the Imperials and Chaos at the moment.
*Adeptus Astartes - A genetically altered human being, created to serve the emperor of mankind. Beware it's poison spit. Supposedly can kill 100 humans in unarmed and unarmored combat with great ease. Obviously, this is with training. That's my plan for balance.
*Chaos Warband - Traitor marines. They will use much of the weapons that space marines use. I plan on making obliterators and rubric marines and other special marines, but I don't know if I want to make them a caste or an entirely different creature. Currently, I have their basic information down as separate creatures though.
*Imperial - Standard vanilla Humans with new weapons, tools, and armor. I'm actually thinking of adding in humanity at different technological points, for example a feudal world or something, though that will come latter.
Orks - A being that lives for war. Loves dakka. Uses stubbers and shootas in various forms, along with other choppy weapons.
Eldar - Space hippies who have evolved a new form of interpretive dance warfare.
Necrons - A race of robot xenos that have the ability to regenerate. Probably done using an interaction or something. If I put them in, it will be *FUN* getting rid of an infestation, because I'd like them to work like zombies do in vanilla.
Tyranids - More FUN. They breed very quickly and are generally expendable. They should come in droves. I'd also like to add in genestealer cults as well, kind of like the mod that adds cultists to the game. That will be latter though.
**Chain Sword - typical astartes weapon. Should be decent against armor.
**Chain Axe - better at penetrating armor, because it has a smaller contact size.
Power WPower Sword - Sword that gives off electricity.
Power Fist - punch things across the map.
eapons - They're just better than non-power weapons.
Thunder Hammer - whack things farther.
Guns - Guns should almost one-shot someone not in armor. Each gun should have a pistol, regular, and heavy weapon. They each use the CROSSBOW skill.
I might consider splitting between human versions of weapons and marine versions, because it is illegal for a human to use a astartes gun. Human weapons comparatively suck.
*Stubber - semi-automatic rifle.
*Autogun - equivalent to an assault rifle.
*Lasgun - Shoots a VERY HOT material that should burn or melt the enemy.
**Bolter - Fires shots about the size of your fist that blow enemy limbs off.
*Plasma Gun - Blows limbs off and melts the enemy. Good against armored enemies or enemies made out of metal.
Special Weapons
Missile Launcher - Ideally, this would either explode with shrapnel going everywhere, or a bigger version of a bolter.
Shotgun
Sniper Rifle
*Power Armor - Should very much deflect attacks by mundane creatures. Covers the whole body. I'll probably split this into human and astartes power armor.
*I'm thinking of separating this into the different the marks. This may purely for flavor, but still. Ideally, chaos marines will have poorer quality and older power armor. It would be cool to have your sergeants in MK VI "Beakie" armor or something.
There will be a power helmet, power body part, power gloves, power greaves, power boots, and a powered backpack. The backpack should act as a quiver, but I don't know if that will work. At the very least, it will function as a normal backpack.
Tactical Dreadnought Armor - heavy armor that is meant to stop even bolter shells.
I'd like to give bonuses to stats based on the power armor worn, but I don't know if that is possible.
*Flack Armor - real quality protection. A lot lighter than power armor, but also much less protective. Doesn't cover the whole body.
Combat fatigues - stuff to be worn under flack armor or as civilian clothes.
ceramite - the stuff space marine armor is made out of. It is in between steel and adamantium.
plasteel - cheaper steel, except it is made out of plastic.
Whatever Ork bones are made out of - Probably some kind of steel equivalent.
Tyranid Chitin - At least Iron or Bronze equivalent.
Living Metal - for the Necrons.
Question of the day: Is it possible to limit the amount of creatures in an entity while allowing other creatures an infinite population? For example, 1000 space marines to a chapter, with an infinite amount of servitors and serfs?
Also needed are dimensions for various weapons and armor from the 40k universe, and if possible estimates for the statistics of the materials they are made out.
Also, is there a good guide on editing creature bodies? I tried the one on DF wiki, but am still confused. I then looked through the raws for dwarfs, and am still confused. This is not essential, but it will help me keep my sanity when dealing with creatures made out of layers of different metal, for example, or an even better example, dealing with the tyranids weird tissue material.
Currently, I am just copying the dwarf's information, and changing things there.
