how many goblets fit in a coffer?

Stupid question, I know. Thing is, I'm currently running a 50 dwarfs fort with 50 gobblets on the tavern, yet some dwarfs still get the "had a drink without a goblet, cup or mug" bad thought. So, I wanna set all my booze stockpiles as individual taverns, each with its own goblet coffer. I don't care if I have to make a thousand goblets, I have magma and green glass.

I've had coffers which seem "full" at ten goblets, and other coffers seem "full" at twice that, and sometimes more than one coffer fills in each inn, and other times they evenly spread their goblets between each coffer... I haven't found a pattern yet. But I have noticed that a lot of discarded goblets seem to pile up all over the food pile. A small mug stockpile in a corner seems to help with the flow of cups in and out of the food stockpile and in and out of the nearby inn.

If the "Weight" page on the wiki is up to date, coffers have the equivalent of [CAPACITY:60000] and goblets have the equivalent of [SIZE:1000], so a single coffer should be able to store 60 goblets.

i think there is a problem with containers that when a dwarf decides he wants an item from them the game "locks" the container, so other dwarves will think there is no goblets even tho they would just have to wait in line for them.

simple fix could be a large containerless stockpile for goblets or a quantum stockpile.

There's certainly that problem with bins, but I'm not sure it affects coffers and book cases. Regardless, zones require their items to be stored in appropriate containers, and do not seem to be too happy with stockpiles instead.
However, I believe tavern allocated goblets (stored in coffers) are dedicated to serving staff, and thus would not be available to non staff thirsty drinkers, in which case you're probably better off having a goblet stockpile for your dorfs and a limited number of tavern goblets for mess creation purposes (as MorsDux proposed).

While I don't pay attention much to those bad thoughts, I know that if you have goblets and no goblet stockpile dwarves will carry them to the booze source and leave them lying there after they've finished using them.

(Having a goblet in the center of the still is one of the reasons I brother to make them - I find it adds a fair bit to it's look.)
