What quality of the chain was it? If my memory serves me well, the capacity to hold onto things with restraints is very much the same as the system for trapping in which there is a constant chance of escape unless it is a masterwork trap and of a sufficient material quality to stop, obviously they can't escape normally because creatures on restraints dont try unless they are actually in the middle of a tantrum trying to destroy it, its a psychological trick.

Imagine high strength monsters as super gnawers = give them metal or copper chains of masterwork/excellent or higher quality to reduce the largest likelihood of escape when they actually get angry and make a effort to get out rather than glumly and complacently stand around.

The chain wasn't of masterwork quality.

It's the first time I've heard that chains would have the same escape mechanics as vermin traps, but for trantrums only, but on the other hand I haven't heard anything saying it definitely isn't so.
