Nah, it's civilization-specific. Your civ is "dwarven" so you get dwaven resources, even if only members of your civ (till embark) are 500 elves and 100 goblins.

Otherwise, how come the forge provides reactions when there's no one doing a job at it :P?

Toady really should make that more dynamic, and find a way to tie it with his education and learning arc.

He probably will, but that arc is still in development and currently on hold til the Artifact stuff gets done.

If you wanted to further up the micromanagement you could make the player assign each workzone to a specific person. Then it goes from Civ-level knowledge down to individual. It'd be fiddly as Hell since maybe not every dwarven smith knows how to make every dwarven tool.
