i can also try setting both at 100 to see what happens.  later though. at work right now.

setting both at 100 has no effect.

going to try redacting the raws to vanilla to see if the graphics pack is implicated.

redaction of raws had no effect.  going drastic measures mode now, since a savescum was made.  will retire and restart the fort.

restarting had no effect

I am considering building a second library and moving bookcases there, then dismantling bookcases in it and having scrolls moved back by small amounts.

I think that game simply tasks too many objects - my scribes stopped writing after library items reached 100+.
It might be, that game tasks an object, performs a check for a number of copies and seeing the number is the amount required by player, ignores the next books and scrolls.

Well, such are the joys of a single-man development without testing and code review ;)

About damn time!!

I created a new library, put new library furnishings, and assigned the scribes there.
Then retired the old library zone designation, forcing the books to get transferred.
Scribes went on a reading frenzy, then BOOM, two of them suddenly decided they should do their damned jobs!!
