How do I possess another person? I posessed a random goon, killed a bartender then tried to possess someone else and can't.

Press 1 to leave your current host. They will be hostile afterward, but stunned long enough for you to get away or put them in a place where they'll die quickly. You cannot possess quest targets.

I think there's an option to do so in your hotkey bar, if I recall correctly. Haven't played as the shapeshifter much.

Also, if you possess another NPC before the stun ends, they won't know it's you and won't be hostile :)

You can use this to your advantage, possess someone and piss off someone else you want to kill, lure them away from their building and run around a corner, deposess and reposess someone else and watch them fight.

You can do more than that. Leaving someone stunned in the path of a flamethrower trap. Leaving someone stunned past a "do not enter door" in a goon's patrol route. Riding a body into a police station to the room behind the desk, guaranteeing you get a cop and negating the biggest downside of the class.

Also, if you get the phone, use it while controlling a cop to summon two more permanently friendly cops that you can hijack on the next level.

I absolutely love the shapeshifter class, I use it as tho it were a TF2 Spy kind of guy.
If you need to get an item from someone just find a person allied with them or some one they're scared of to threaten them!
also body swaping around In a circle is so much fun. Plus you can walk right thru Explosive lasers.
The Shapeshifter is so OP cause you can just start racking up money from all the Level 1 Slum Beggers

Is there a way to turn off the conditions like riot or radiation burst? I'm not really getting anything out of them.

It really depends on class, though robot is generally hateful. Ever tried going through a riot as vampire? Not easy.

I feel like the events really dominate the levels. Like when there are bombs falling you just stop playing as a sneaky pacifist hacker trying to undertake missions or a cunning thief getting by with tools and guile. Sure there's fun to be had but it's different fun and it's less fun.

The hidden bomb one is by far the worst. Some part of it always requires fighting and I always waste a bunch of time fighting the frame-perfect autoparry by NPC's until they explosion ends the game. Might as well just quit when that one comes up.

Having a few wall teleporters makes that one hilarious. But yeah, it's generally really hard.

Gib the player regardless of wish, like in the original story.

Wishing for items should cause a hostile character to spawn with that item.  Could be lots of FUN if the player wished for weapons...
