Eheh... Now that is very much possible. Lot of Civ4 modders are ripping out models/gfx from other games.

Doubt it. The Baldur's Gate / Icewind Dale sprites are, well, sprites. That's goblin is two dimensional, with about eight or so directions it can face. And Civ 4 has 3D models.

Yes, depending on the town history.
I genned one world to the year 2008.....

One human town sacked a kobold civ ten times, and killed thousands of elves. Everyone had a title, priests, shopkeepers, almost everyone. And kobold prisoners made up a quarter of the population.
The creepy part? Everyone in the civ all wore iron masks.

I simply had to. It was too eerie not to give it a go.
