I'm desperately trying to figure out what the frumple is supposed to be happening to the person depicted. It looks as if it's being consumed by a copper thread elemental.

The answer is simpler than that. The Elves simply sent their shortest member to be the ambassador to the dwarves.

It is common courtesy to hold your head lower than the ruling member of the society you are visiting.

Then again, when you are on a diplomacy mission to dwarves, it can be quite challenging.
