My dwarves keep drowning on the bridge when the river floods. Is there anyway to avoid this without shutting down the bridge everytime it floods?

Use a wider bridge to begin with. Also, build other bridges or "docks" a few spaces to either side hanging out into the river so that dwarves in the water are more likely to make it to safety. (don't make the side bridges go all the way across unless they just run into a wall, otherwise the dumb dwarves will use the side bridges to cross the river and then when they get pushed off there's nothing for them to swim to.)
