Yes. It doesn't win you the game though, you just go to the next (identical) level.

I have no idea if your actions actually help your dudes advance though, I feel like they might, but I think they might (maybe even probably) not.

They do help. If I remember correctly saving people makes the enemies spawn less guys, and avoids you having less (or makes you spawn more?).

It has been a long time, but if I remember, the only exploity thing that really affects it is bandaging enemy soldiers -- they'll stay alive on the battlefield longer, so they won't be respawned as healthy soldiers until they are rescued by the enemy medic or get killed or expire on the (now longer) timer.  Your healthy people will also fill back to the cap if you rescue your wounded ones that are out there, of course, which helps your side get to the trench.  There's still a huge random element, especially in which machine gun emplacements get destroyed first.
