Apparently, he made an acquitance of a traveling Gubtan merchant named Masala. One day the Governor mentioned that Luathbas Crown has treasury woes due to recent war, and this Masala has offered to buy any prized items that you might have for a hefty amount of coin.

The Governor wishes to know if he is allowed to invite Masala to your Palace.

Nah, we can't afford to sell the necklace. It's by far the best item we've ever had. Maybe we could sell murdertime. But it's a good emergency weapon I think. We can send  Ceodwell off with it if we have issues.

"Doesn't work on dwarves" is a pretty small negative to have a huge bonus when talking to anyone.
