They actually CAN be, but have been decided to 'generally not be' due to the current choices serving as 'ok' for all players. I mean unless people can write-in their choices, we've to work with what's given--and that's been a staple mechanic for this game that is also its reason for its unique working. People have to work within context, or at least within bounds of their own reasoning to give in their vote, so it's a mix of background context + player incentive + working with current times
