Be nice, for all we know they have no money to send us. But conversely, give an inch and they'll take a mile so we've got to be firm.

I'm unsure if C does the same (as in sends a letter to the Parsians too) but also provides this. So it's more like an 'ok be safe' letter to the Parsians and an 'It's ok, they'll provide' to the governor. >_<

If they have some sort of legitimate internal issue that is preventing repayment, they should have sent a messenger to us to beg to be let out of their payment for a year.

"Also, Governor of Augas reports that the Parsians have still not sent this year's tribute and there was no reply of any kind to your reminder." It's time to decide!

As for the taxes...

A) Yes, keep'em higher for another year.
B) Naw, we're done squeezing coin outta peasants.

As for the Parsian lag...

A) Drop the issue this year and move on!
B) Write a threatening letter, detailing the consequences of continuing insubordination.
C) Send another reminder to the King of Parsia.

Really at this point we should be gathering the army and marching into Parsia right now. Something is wrong and we really need to know what. If they have a legitimate issue we can solve it, probably with our army, if they don't, we can just take the tribute/finish the war.
