No. :v This is working with culture--to us, or at least the governors, it may seem they're being unreasonable, but to them we also may seem unreasonable because of our actions and our previous King's death. They've a characteristic of "stubborn". That's how they are described from other people. Maybe a realistic contrast in history can clarify this perception better--there's a current lack of inter-communication between the folks here and there.
I mean Haspen is pretty much mirroring several important aspects of history translated into game mechanics. :P It may not be his direct intent, but it's how game mechanics are translated from reality (sometimes at extreme levels, but that's also with creativity).

No, seriously, fuck them. They're rebelling against us and discarding deals that made in the past because some of them died fighting for the freedom of the nation against a foe that's clearly heading towards a genocidal religion that will eventually wipe their race from the face of the earth? The game mechanics might support and reward making deals with them, but in reality they are clearly incompatible with us long term. Like, realistically we'd probably be better off working with them from a purely mechanical standpoint, but if they aren't willing to fight and die for their survival without causing a big stink every generation.... Fuck em.

Do you think they know the whole situation as we saw it? Our Happiness dropped a lot--and that's not just because of lost souls. :v That's ONE BIG PART of instability that DOES happen, normally or commonly, when both the RULER or HEAD OF STATE dies; our previous king represented the :D that the Hurthlings looked up to. He's now dead.

Are you serious when you're going to say fuck them because of that? :v They aren't incompatible with us 'long-term' because of how many things are occurring (we haven't even touched the societal adjustments for some reason >_>). It's saying that they're not compatible with us just because these things pop-up.
Look what just a few diplomatic events did: GAIN TRUST AND SUPPORT. Rather than it becoming around one figure only (ie Our past King), it could be better if we promote mutual understanding--that's with our Governors and Them. I mean "B" makes sense too, but we're assuming the context more and more, and C seems better because it addresses both parties.
Nobody made it apparent that what they're fighting is jerks from the South. Our Kingdom isn't aware as us. :P

A strange guest from the west have arrived! The man, in a frilly cloak and a feathered hat, bowed before you and your courtiers, announcing himself as Stjolf the Extraordinaire, a poet, bard and musician who nonetheless had to flee the Kiwi Empire as his baudy songs apparently 'implied that Emperor's daughter is a girl of loose morals', something that the bard says was not his intention at all.

He is asking if maybe your court could find a place for a humble singer like him.

A) Hire him for the court, a famous musician can go long ways as entertainer, emissary and so on.
B) Hire him to perform a number of songs around the kingdom, mayhaps the populace will mellow out a bit.
C) Dismiss him and let him settle somewhere in the Kingdom if he chooses to.
