They can be re-started later (from scratch, forever), Army budget will be asked to be kept low/restored to full every year.

D! Let's try and pull up from this nosedive. Army spending can be reallocated once we regain some cash, and hovels for the poor was IIRC to stimulate people to move into our lands back when they were prosperous and not ravaged by war. Plus there's the treasury reform, which we've just lost quite a bit of incentive to do.

the Economy reform will boost the money made, we need to get a bit of army to not be overwhelmed again by someone that should be weak. the settlements would increase population, but that for now is our best stat.
