At the end of the letter he states that neither he nor Damdamian Republic will be compensating any of your merchants. You decide to reply, which is...

A) A demand that he compensates the merchants, or there will be consequences.
B) A formal declaration of war as you and your countrymen will no longer tolerate Damdamian bullying.
C) An offer to mediate between him and your merchants, because surely we can find a solution.
