The locker room for the sauna and the locker room for the pool are two separate spots. Also, the sauna *is* on the first floor but is locked until the second floor opens. Assuming we're talking about comparison to the first game.

That's all in Hopes Peak. The baths on the station are situated on the second floor, and will be unlocked once the elevator is. There isn't really a sauna there, though.

It's mentioned in the rules because it does exist and will be relevant later. Maybe the Mastermind is trying to bait you into killing one another based on sex? It's not like (s)he hasn't used that angle before.
