Yeah, and knowing that they've likely been here for longer, it'll be a long time before we're in any shape to start a war with them.
Maybe not. Reviewing previous options, for 500Hs and 2 years, we can upgrade our 200 Karlar (unarmored militia people) into Lidsmenn (armored semi-professional soldiers). That's going to increase the hell out of our maintaince expenses (70 units cost us 220 in maintaince, presuming something like 3Hs per person, that's 600 more Hs a turn in expenses) so we're going to want to wait until at least 2 turns from now before considering it, so we can grab more economic things this upcoming turn so we can afford it. Presuming we wait until 2 turns from now to initiate it, it'll be 4 years until we have our army and need to pay those expenses. Hopefully we'll be able to get even more economics running in the meantime.

Year after: Minimun budget 580+(likely to be something between 1080 and 1280 due to foreign trade): Training the Leidangar, +1 (whatever we can afford that we didn't grab last turn), expanded trading
2 Years after: budget ??: Palisades, whatever's left from the last turn, more trading
3 Years after: budget ??: New Lidsmenn are in, ??
