The guards are probably not watching the cargo hold. Sneak the washing ship out, there are others in here, so they'd assume it was one of them. Try to follow Baker through the windows, washing them every time someone looks your way.

You alert the troops that you are going to sneak out in the window cleaning ship, because there were others in the hangar, and the guards wouldn't notice. You open the hatch to the cargo bay, open the cargo bay doors, the hangar was a vacuum, so loud noises were not a problem, and give the window washing ship a good push so that it would float out. You close the doors from the outside, and get in the cleaning ship. You then ignite the engine and blast off out into the exterior of the station. You locate an exterior hallway that leads to the hangar and follow it. Peering through the windows, you see Baker being escorted along the hallway by half a dozen guards, all with full titanium armor and automatic Gauss weapons. You start scrubbing the windows as the group meets with a  high-ranking Russian officer, a Vice Admiral at least. The officer looks up at your ship, seems to contemplate something, then beckons Baker into another room, dismissing the troops. The other room also has a window, but you are unsure if it would be wise to eavesdrop, since the officer seemed to want nobody to see what was happening.

So what? The Cleaning Staff (On that one ship at least) are Slaves, and who would believe a Slave? Besides which he would have any Actual Cleaning staff Who Watched him killed off Either way soo... Our Cover is Still Perfectly Viable and we WILL move on to watching that next window.

You wash your way over towards the next room, and see Baker and the Russian Officer sitting across a table. The officer looks annoyed at your presence, then he disregards you, perhaps since you were never supposed to be leaving this place, being a supposed slave. He and Baker talk for a few minutes, with Baker keeping a diplomatic calm about him, but the officer becoming more frustrated as the meeting went on. You glance around outside the station to make sure none of the defenses had begun targeting you, and you see a ship coming in to dock. It looks familiar, but you can't quite make it out at such a long distance. Right then, the officer started a call on his radio, presumably because the ship had entered short range radio range. You look back at the ship and are finally able to make it out. It was the mini-carrier that attacked you earlier. You look back at the officer, in one motion, he pulls out a Gauss Pistol and shoots Baker straight through the head. You are in shock. He just killed an elderly man unable to defend himself while on a diplomatic mission. If anybody knew of this, there would be an immediate coalition, but this station was jamming all signals. The officer leaves the room, and shouts at some soldiers and points back towards the hangar, almost certainly telling them to kill your comrades on the envoy ship. You still have no idea where or how this station is jamming all signals.

You break away from the station and return to the open hangar. You Land the ship right next to the other washing ships so that nobody would find anything suspicious. You look to the airlock where the hallway connected to, and it opens revealing a dozen soldiers wielding anti-ship weapons. They get in formation and aim at the envoy ship, with your comrades inside.

Floor it while shooting fluids at them, making sure to use our maneuverability to screw with them. Afterwards, secure the hanger by spraying the doors closed and communicate to the team what happened. New Goal: Get the signal out.  Method of choice: Escape while running cover for the larger ship. Make sure to screw over any ships in the bay thay we decide to not use.

You engage the entire throttle, accelerating to terrifying speeds inside the enclosed space. You squirt your cleaning fluid at the soldiers, then make a hard turn to avoid crashing. Some men reflexively target you and fire, but your maneuverability is enough to keep you from danger. The large bullets collide into the walls, putting massive holes in them and shattering nearby panels. Meanwhile, the cleaning fluid strikes the soldiers, sending them flying backwards into the hallway. The remaining liquid splatters into all the sensitive electronics, causing the doors to lock down, trapping the soldiers inside. You shout to the crew inside, "they've killed Baker, and were about to kill you. Get as far away from here, and warn anybody you find. I will stay and disable the jammer. Good luck" The envoy ship does not need to be warned twice. The pilot undocked, and rocketed full speed out of the hangar, destroying many ships and equipment with it's thrust. You put the washing ship down and escape. You hide underneath some rubble. Another airlock opens and the same soldiers come into the hangar, and start looking for you.

You find a nearby cardboard box, just big enough for you to fit. You hide under it just as some soldiers come in the area. They fan out and look inside every window washing ship, but eventually give up and return to the airlock, assuming that you left with the others. You push off the ground and float to a nearby airlock while still completely hidden inside the box. You patiently wait for it to open, since you do not have access. Your patience is rewarded when a group of pilots exit, allowing you to float inside. They all board fighters inside the hangar and leave. You want to know where they are going, but you have a sinking feeling you already do. You exit the airlock and find a closet to hide in. You think through your next move. If you want to move through the station unhindered, you will need to disguise yourself. You know that the soldiers you shot in the hangar saw what you looked like, so playing as a janitor would not work. It seemed a soldier would be the best disguise. But it would take a miracle to find a lone soldier. Just then, a lone soldier opened the door to your closet. His shock kept him silent, but he recovered and reached for his comms.
