Moody Dwarf Won't Claim Workshop

I have a dwarf with no appropriate skills who entered a strange mood. He went to a craftsdwarf's workshop, but has not claimed it, just standing there being confused. Could him being sheriff when the mood started have something to do with it?

Is the workshop forbidden?

Are you sure he's mooding as a craftsdwarf?  Tanner and miner can also mood.  The standard solution is to start building workshops until one is claimed.

He only has novice level in the fighting skills besides the social ones. What confuses me is that he is standing beside the workshop without claiming it, occasionally flashing the confused red question mark.

Is the dwarf assigned to a burrow that doesn't include the workshop?

Try building a second craftsdwarf's workshop, and a leatherworker and mason if you haven't got those up yet.  I had at least one dwarf who appeared to have no moodable skills but actually was a dabbling jeweler tucked away in a long list of social skills, so double check the list as well. The obvious answer is just to brute force the thing and build workshops in order of likelihood until it takes.

Thank you for the help, although it seems that after a few interesting weeks of standing beside a workshop, Urist McLethargy has finally decided to claim it. Not certain what happened.

I had the same problem with a dorf failing to claim a craftdwarf shop who promptly claimed a new one I built. At the time I tried to build a floor over the unsightly (and, I think, FPS soaking) floor fungi in the workshop area (trying to tear one shop down, build floor, rebuild), and somehow I think that confused the dorf. I didn't have any problem with regular activities in the shop not acceptable for a mood, though.

I think I was doing some smoothing in the area at the time, which might have baffled the poor fellow.
