Yes. Basically, the hero's level has nothing to do with his race at all.

Divine -> Basic: It's possible, and the result would be worse than basically any member of the race, just with some nominal plot armor.

Divine -> Divine: No difference in cost from ? ? ? -> Divine, the source race only provides a baseline for superficial comparisons

They don't gimme (or anyone else) worship. But I described their intelligence. They amuse themselves by watching the lives of lesser creatures. As in, mortal populations.

Katzerie has created more Katteros and commissions a masterful lyre from them in exchange for blessings of health and happiness. (Katzerie: -1E) This lyre has been enchanted into the Spell Lyre, which produces magical sounds. (Katzerie: -0E) A Jakatt has been given the Spell Lyre and play unexpected music, thus giving the telepaths a taste of performance. Mumuski, has blessed the Jakatt with even more musical ability.

Katz creates a pop unit of Katteros (6E).
She goes down to the Shimmermen, and commissions the best Lyre they can create.
Katz will use 1 Essence bless the Shimmermen, making them healthier and have a pleasant life.
Katzerie will use 1 Essence make the Lyre into the basic artifact Spell Lyre, it sounds being slightly magical.
Katzerie will get a willing Jakatt, and give him the Spell Lyre.
The Jakatt's task, is to sneak into the Gandtraelite lands, and play music to them.
But he should never be seen, so that they cannot read his mind.
Because then, they know what he will play, and his performance will be mundane and predictable.

Minor but Katzerie commissioned the Lyre from and blessed the Shimmermen, not the Katteros.
