you can create inventions, the more specific the design, the easier it will be. ex: 'I want to make a clockwork butler' would be much harder than 'i want to make a human shaped and sized figure out of metal, and equip it with the ability to fetch me a martini with clockwork'. But the more powerful your invention is, it will be harder to create

the more experienced you are, the easier it will be to invent stuff, a d20 will be rolled, modifiers will be applied, and if it hits a target number, you will succeed.

You should look at Genius: The Transgression, it a fan made Mad Scientist centred spin off from New World of Darkness.

How about Dr. F.? It avods the mundanity of using X, it lets us claim some ridiculous name that we never use, like Flavius Felix Fibonacci or something, and it lets us claim to have a doctorate when we actually never needed one because Mad genius comes for free...

I oppose cumputer Science, it trends too much towards grey-goo which is ultimately pretty boring to actually use... Can we be a mad lever scientist seeking the sacred immobile fulcrum or perhaps a master of metallurgy or exchanging living traits?

I vote for majoring in levers with tendencies towards complex mechanisms and a dash of solar-powered air-convection.
And, umm, North America shortly before European settlement? Lost Viking on the East coast shortly after European settlement?
If we do go for a future setting, consider looking up A Miracle of Science. Another Mad Science webcomic but with a futuristic setting...
Far Out There also has a bit of future-setting Mad Science, although it is less of a focus on The Mad Science and the Mad Science is less integrated with the futuristicness of the setting but it is more comedic so it may suit your tastes more.

I'm pleased at all this interest, however I will be unable to access my computer for the next 4 days, unfortunately. I hope the interest continues despite the fact that i am taking a hiatus and the game hasn't started yet. However, this may allow more discussion of the character, which may turn out for the best.
