It was added to clarify the bidding rules after there was some confusion, but that was the intended mechanic when I wrote the bidding rules.

The Golden Hands prefer working in a safe environment (of at least 3+ SR); in turn, they provide skilled and quality labor--even if their labor may be of less quality, their prices are adjusted accordingly. By Guild motto and reputation, the Golden Hands ensure that they are all of skilled and professional etiquette and would like the same from their contractor.
The Golden Hands advertise their five, tier 2 quality workers, at 25g each. The 'steep' price is to ensure a trusted SR from first-hand impression.

The picture seems to be working for me, is it bugged for anyone else? It's just fluff though so you're not missing crucial information or anything.
As for phases, each phase is per player really. You automatically enter the bidding phase one you bid on anything.
Your thoughts about hiring are true. All information is updated at the beginning of the turn for that very reason.
I might extend this turn to 6 days if some people aren't finished by then mostly because everyone is new and nobody knows what they're doing
