No elves or goblins visiting fort?

I have been playing my fortress for about 3-4 years, and there hasn't been a single elven caravan or a goblin ambush/siege. I have had an elf adventurer visit my tavern, but that's it. According to the legends I looked through, my fortress is connected to the main land, and there are still plenty of elves/goblins around. With the 2014 update did the encounter rate decrease due to army simulation?

The goblin army has to actually path to your fort so it could be a while. The goblins frequently attack other sites that are not your fort. They usually will eventually stop by with a seige but it could take some time.

The elves have progress triggers and the further they are from your fort, then the longer it will take to see their caravan but if they were there on the embark screen then they will probably show up later.

All in all, just give it time.

If you are looking for a fight though then I would embark next to a tower in the future or download one of the many mods that adds more hostiles since the base game can take a while until you see action.

One of the dwarfs walked in front of Thor to get a better view of the prye, and Thor kicked him irritably into the middle of the flames, which made Thor feel slightly better and made all the dwarfs feel much worse.

When an elven civ is within range (as displayed pre embark) I've never failed to get them the first spring (except when a siege block their appearance). It is possible, however, that the two week war frenzy during the embark period can have caused an elven civ to no longer be in range at embark, although I've never seen it happen or heard of it happen.
It can be noted that the presence of a forest retreat nearby is no guarantee for anything, though, since elven settlements are frequently conquered by the goblins, and elven sites look the same when razed, It's also possible for populated sites not to belong to any civ.
Visitors is another issue, and I've got trouble getting those myself in small worlds. Goblin visitors would not be members of the closest goblin civ (which is due to attack you sometime after your pop has reached 80, unless you've changed the triggers). Goblin visitors would usually be members of human or elven civs.
