United Human Empire

Earth - Sol. Population: 500 million. The birthplace of humanity. Until the start of the current century, mankind had been confined to this gaian prison. Everything in human history that had ever happened to humans has happened here-- until now. Mankind - split by a fierce civil war, now once again faces destruction as two warring factions battle for control of Sol. Terrorized by the unknown alien menace, both factions fight for their destiny. One in the name of tyranny, and one in the name of freedom.

Anthem of the UHE: https://www.youtube.com/watch?v=EHW8VnUSnBQ (sorry)

Axiom -- The capital of the United Human Empire. Located on the eastern coast of North America, this megalopolis is home to over 200 million people, almost 50% of the population of Earth. Located here is the UHE High Council. Where most if not all of the decisions will be made that will decide the future of the UHE, and even more so, the future of humanity.

Located in the plains of Siberia is the Octagon. The military headquarters of the UHE. This massive underground structure is characterized by the octagonal shape of its surface building.

To the south in the Himalayan mountains is Fort Legion, the Point Defense Base of Earth. This smaller but still huge base is home to 50 missile silos, all ready to launch hypersonic missiles into space at over 10 km/s. Designed to defend against missile attacks on Earth, this base is now the only thing standing between Earth and nuclear annihilation from the NMC, not too far away on Mars.

Here are some general pointers (these are the same for both teams)
1. Your starting ships are bad.
2. Ion engines are bad.
3. The scenario I set up is focused around a strong economy and weak military, so there is room to improve militarily for both factions. The idea is so you can focus on the combat and military strategy part of the game without worrying too much about economy and industry. You might want to look into aquiring sources of more minerals though.

Reading a bit into the game, I think either immediately or once we get a Lead Scientist, we should set 13 research labs to begin researching additional research speed (unless we have a Lead Scientist with a 25% bonus or a specialization for this, it will take two turns regardless. If the previous is acquired then I am all for setting all of our labs on researching this.). Mean while, if we construct one more Research Lab, we'll be able to get the next level of research speed in two turns as well (unless we have a specialist for this in which case we can do it in one turn if we build the additional lab).

Looking through the overview, we currently have a worker shortage. Not 100% sure how bad that is but if there are any construction projects we can do to handle that it would probably improve efficiency in other areas.

@Vivalas: Do we have a list of our already researched tech?

Construction projects won't help with the shortage; shutting down unneeded industries will. The fighter factories are a prime candidate for this as we probably won't be making any fighters any time soon. We might also want to shut down our fuel refinaries as we aren't mining sufficient Sorium and our fuel stockpiles should last a while (it's a shame we have no way of only shutting off half the refinaries; is it possible to remove some with SM mode and add them back when they're needed? I haven't used SM mode at all so I have no idea if that's plausible).

Also, those starting ships are making me wince, 'bad' barely begins to cover it. We really need to prioritise designing replacements.

As for more information, in addition to completed research and scientists I'd like more information on our shipyards, potential candidates for Governor of Earth and command of UHE Naval Command, and details of the Fort Legion PDC and the missiles it uses (please tell me that 10km/s is a typo!). Oh, and any intelligence we have regarding the Martian ships.

Added research and design information.

Unfortunately I can indeed not selectively shut down fuel refineries, but I can use SM for that.

And yes 10 km/s is a typo. They would be next to useless if that were the case. I had a brainfart because I consider it hard to believe missiles
can travel through the atmosphere at 15 000 km/s without any damage to the missile or environment, even if they're only actually in the atmosphere
for a fraction of a second.

There are really way too many civilian administrators for me to present them all to you, so give me a few qualities you would like to see in the governor, and I will grab some possible candidates for you.

Since I forgot the PDCs...

Missile information is above in the first post, along with all the design info.

A clerk walks into your office in the UHE High Council building and puts some reports on your desk. Saluting, he says, "Here they are, the intelligent reports you asked for."

During the course of the civil war, a small number of ships that were landed at Eden Spaceport on Mars were wrote off as missing after the war was over. We believe their military force to be roughly equal to ours. Most of their designs are the same as ours, having inherited them from us, but our intelligence services have uncovered the plans for a "Freedom" class destroyer. We are unsure of its exact capabilities, but we believe it to be much faster than any of our military vessels, despite being very weak and unarmored, and was the main reason the cease fire was considered.

Some time later another clerk walks in and gives you the encryption key for the secure hotline between Axiom and Eden, for official communications.

So we're a bit better off Research wise than expected.

Dr Birch looks especially promising. We can get most direct upgrades to what we have in the Power and Propulsion field within one to three turns. There's just a question of what do we want worked on.

If we provide Dr Hughes with 13 or 14 labs, we can have the next level of research rate done in 2 turns (we technically need exactly 13.0208333333, but I don't know how this system handles that. If we need 14 so it's not 3 turns, then we need 14.)

With 6 or 7 labs, Birch should still be able to complete several of the smaller projects in 1 or 2 turns.

I don't quite have a sense of how good our current defense system of missiles is. One thing I'm concerned about is Mars opening up with rushing out ships with just enough improvements to defeat any we currently have made while we work on making infrastructure improvements so we have a stronger middle and late game.

@Civilian Administration: I'm not quite aware of how that part works. I'll try to read into it tomorrow. I have a preference for ones that have a higher initial bonus to things rather than being able to influence all the things if that helps at all.

Question. Are we allowed to reassign laboratories midproject without progress lose? For example, if we have Hughes use 14 laboratories turn one and Birch 6 turn 1, and then turn 2 we reassign and Hughes uses 13 and Birch uses 7 and then turn three we give Birch 9 laboratories.

The above micromanaging will allow us 280RP on turn 2 and Stellarator Fusion Reactors turn 3.

Edit: For civilian administration, I would like to see candidates for three grouped fields. Mining, Factory Production, and Ship Building. Population Growth, Political Reliability, and Logistics. Espionage and Diplomacy.

Research projects can be cancelled, paused, reassigned etcetera with absolutely zero loss (at least in-game; Vivalas might impose limits to switching for ease of carrying out our orders though). Speaking of which, I'm afraid to say I disagree with your proposal for Research - I'd rather spend the current turn modernising our weaponry. I'll put forward a plan for that tomorrow. One other thing to note is that scientists who are working on projects are far more likely to improve than those doing nothing, so it'll be worth having a few work on low-priority research with a single lab each.

On administrators, ditch the last four. Espionage and Diplomacy are only used for members of espionage or diplomacy teams respectively. I've found Logistics to be pretty much irrelevant, especially in our situation, whilst the sole purpose of Political Reliability is to help people get promoted over the heads of those who actually have useful bonuses.

Good to know thanks! The wiki has been a bit difficult in actually finding things at times but had a list of options so I picked out ones that looked useful. In relation to Espionage and Diplomacy, I figured we could start head hunting and start gathering data on Mars. Getting information about what's going on and where they plan to invest their resources is useful. Otherwise, we can probably start up counter espionage systems using thise same personnel so we can be prepped for when they try to get info from us.

You have any idea of how this game works so I'm good with deferring to you. For training, having Dr Birch work on the capacity recharge thing which allows more lasers to be recharged at a time might be useful training while also helping with weaponry.

I won't impose limits on research lead switching as long as it doesn't get too meta or unrealistic (or too bothersome). Switching every year or so is doable. Switching every month, week, or even day (yikes!) is a no for obvious reasons.

Also don't know if you guys noticed but the diplomacy thread is up. NMC has issued an official statement so you might wanna read that.

I saw and haven't formed a response yet. From a meta standpoint, saying that they won't tolerate military ships within their space is reasonable and the fact that they won't respond as though it is an immediate act of war is a useful thing. From an in game perspective, I feel like I should be insulted for reasons stemming from Earth superiority over Mars, which isn't the most reasonable thought process.

20 million km SEEMS to be a reasonable distance, but I've had difficulty figuring out how much of the astroid belt that covers. I'm thinking that we're going to want to set up plenty of astroid mines in the belt and that leaving them without military escort because of their range in relation to Mars is suspect at best.

Right now a best case scenario I'm seeing is putting forth a similar radius from Earth and both groups agreeing to let astroid mining bases and other production facilities to have a limited military presence when within range of opposing radii.

It doesn't even really touch the outer part of the belt.
