It's called chibi-ification, basically a Japanese (origin maybe, though not solely Japanese) style of cartoon that draws things in cute forms.

Those would be VPs Pence and Kaine, I believe. Also the helmet-less trooper that Trump is jumping over is probably Chris Christie.
