Yeah, I don't know about beauty pageants, specifically.  But my sister was big into dance for a little over 10 years, to the point of participating in national out-of-state competitions.  I'm not aware of any men going backstage when those girls were undressed, and I'd be pretty shocked to learn otherwise, even though there was plenty of perving going on while they were onstage (I noted a concentrated uptick in the number of camera flashes at those things whenever a dancer's skirt was swished up or something towards the audience).  I'm not aware of any situations outside of medicine or maybe-very-questionably fine art stuff involving men walking in on nude underage girls that won't get them labeled as sexual predators, unless of course they're wealthy and powerful.  I doubt we'd see any defense of a high school janitor walking in on girls in the locker room, even though it's their job to keep that locker room clean.

Back when I was an underage guy my female gym teacher had to yell ahead to make sure the three people in the locker room were decent when I asked for her help with a lock jam.

I'm like 80% sure (co-ed, anyway) schools are specifically mandated to have mixed gender janitorial staffs for exactly that reason. Most places, at the very least. And yeah, coaches and stuff have rules on that that breaking can get them fired (that, I know for sure -- one of the family friends has spent decades as a p.e. teacher and coach). How much is actually legislated or not, I'm not sure, but... yeah.

It could be regional, I'unno. I haven't seen any in north florida without for at least a decade or two, and family being what it is I've been to more than a couple.

For what it's worth, we do have the accounts of some of the pageant contestants trump walked in on. They pretty clearly communicate that a guy walking into the backstage dressing area is really bloody abnormal.

Do you have a source on this? I've been watching CNN all day and heard the report of only one contestant, who was in a pageant 2 years ago and said that it would have been unusual for Trump to walk in on them. And Trump never did walk in on them at that particular pageant. She did however admit that the female manager in charge of that pageant walked in on them often because it was part of the manager's job.

Former theatre idiot here; backstage of an amateur college production is about as permissive a backstage as you'll find. Changing right in the green room (and sometimes in the wings) was not uncommon, but it was just as common to use the gender-separated changing rooms for privacy. Any non-actor (tech, managers, staff sponsors, etc.) who needed to enter was required to knock and wait for a response, no matter what. We actually once dropped a staff sponsor who didn't respect that - he couldn't stop walking into the women's changing room unannounced. Creepy as hell.
